Individuals, enterprises encouraged to invest in vocational training

VNGOVNet – The Government has issued Decree 139/2006/NĐ-CP stipulating in details and instructing the implementation of some articles in the Law on Education and the Code on Labor and Vocational Training. The Decree covers targets, programs, and areas of vocational training; business and vocational training; recruitment and apprentice contracting; examination, testing and authority to issue vocational certificates and diplomas; policies and responsibility of the State management agencies in charge of vocational training.

According to the Decree, the State will build up incentive financial and land policies for vocational training establishments. It encourages and promises conducive conditions for organizations and individuals to build vocational training facilities and finance vocational activities. Tax exemptions and reductions will be given to vocational training units for war invalids, the handicapped, ethnic minority people, and unemployed people. Incomes of vocational schools and colleges from technological research, application and transfer, production, business, services, after all deductions of due costs, will be spent to better their facilities and performance.

Those who are aided in vocational training include people from ethnic minorities; demobilized soldiers and policemen; trainees studying the subjects difficult to recruit students as stipulated by the Ministry of Labor, War Invalids and Social Affairs; the handicapped and disabled; agricultural laborers in the areas where farmland is switched to other purposes; the unemployed; and those compelled to serve in treatment or rehabilitation foundations for their non-litigation violations.
