State President’s message to APEC CEO SUMMIT 2012

VGP - State President Truong Tan Sang has sent a message to the Asia-Pacific Economic Cooperation (APEC) CEO Summit, which is to take place in Vladivostok, Russia on September 7-8.

The message reads as follows:

“ Never have APEC member economies ever had so many enormous shared interests and responsibilities.

“Those are promoting economic linkages and integration, sustaining peace, stability, cooperation and prosperity in the Asia-Pacific region.

“Those are maintaining the role of the Asia-Pacific region as a major engine for the global economic recovery as well as working together with member economies to develop amid global financial and economic difficulties.

“Those also include joint efforts to address challenges to sustainable development and prosperity in the region and the world as a whole, namely climate change, energy security, food security, natural disasters, exhaustion of natural resources, development gaps, etc.

“In today’s rapidly and unpredictably changing regional and international landscape, Viet Nam has strong interest and desire to join other APEC members in shouldering those huge responsibilities.

“As Viet Nam embarks on a new strategic phase of development, we are pushing forward continued comprehensive reform, economic restructuring, active and intensive international integration in which economic integration serves as a foundation for accelerating industrialisation and modernisation. Against such a backdrop, the Asia-Pacific region in general and APEC in particular have increasingly become of paramount importance to Viet Nam .

“ Viet Nam 's interests have been intertwined with those of the Asia-Pacific region, ranging from economic growth to foreign policy, security and development. Most of the strategic partners and partners of strategic importance of Viet Nam are located in this region.

“The multi-faceted cooperation and economic - trade interactions and linkages between Viet Nam and the region have been growing robustly and substantively. The Asia-Pacific now ranks top of Viet Nam ’s foreign direct investment (FDI), accounting for 65 % of the country’s total FDI, 75 % of our international tourists as well as around 60 % and 80 % of our exports and imports respectively.

“Enhancing economic cooperation and bonds within the frameworks of the sub-region, South East Asia, APEC and the whole Asia-Pacific region is a major policy orientation of Viet Nam . Our current priorities are to implement Viet Nam 's international commitments to facilitation and liberalisation in trade, investment and services, to carry out regional connectivity programs towards building the ASEAN Community, promoting economic synergies between ASEAN and its partners, and to implement the Bogor Goals.

“Eleven out of thirteen Free Trade Agreements (FTA) that Viet Nam has signed or has been negotiating are with partners from this region. We are now actively engaged with regional partners in negotiating the Trans-Pacific Partnership Agreement (TPP). We have just launched FTA negotiations with the Republic of Korea and is scheduled to kick-start FTA negotiations with the Customs Union of Russia, Belarus and Kazakhstan in the coming time.

“These constitute the ground for Viet Nam to broaden and intensify its regional cooperation and integration, to engage more deeply in the region’s supply chain and, more importantly, to contribute to sustaining the dynamism of our Asia-Pacific region.

“ Viet Nam is making every effort to maintain macro-economic stability, sustain growth momentum and implement the Master Plan on economic restructuring. Sturdy measures are being taken to restructure public investment, state corporations, commercial banks and financial institutions. Strong efforts are also made to fight against corruption, to promote administrative reform with a view to enhancing stability and transparency of economic policies, and to complete the legal framework for business and investment.

“You have been with us on our past 25-year journey of reform - Doi Moi. Let us continue to work together at this critical juncture and in the years ahead. We treasure your support, inputs and recommendations in policy-making process as well as implementation of measures and solutions to our above-mentioned economic issues.

We have always been listening to you and caring your concerns. We will continue to do our utmost to create the most favourable and sound environment for your business and investment in Viet Nam .
