Traffic congestion prevails interpellation session

NA deputies’ questions focus on the weaknesses of the transport sector like traffic congestion, poor quality of transport works, and ineffective capital mobilization for infrastructure development.

Minister Thăng frankly pointed out that the current pressing transport problems derived from the degradation of many roads and weak state administration.

The Ministry of Transport set the target to reduce 5-10% of traffic accidents annually since 2012 through supplementing related legal documents and developing measures to reduce personal vehicles in big cities.

Minister of Construction Trịnh Đình Dũng added that these problems also resulted from limited land for transport in big cities, just accounting for 8% while the number of vehicles increased rapidly and about 80% of traffic accidents caused by people’s carelessness.

Other reasons include the lack of effective measures to control urban population and regulate traffic flows.

Regarding funding for infrastructure, the Minister of Transport said the sector must change tactics to create breakthrough in mobilizing capital for transport works in order to lessen dependence on State budget.

The country will diversify financial resources by attracting foreign capital said Minister of Planning and Investment Bùi Quang Vinh.

According to Minister of Public Security Trần Đại Quang, it is necessary to enhance the popularization of transport-related regulations and raise the penalty levels.
