PM approves administrative procedure simplification scheme, period 2007-2010

(VNGOVNet) - The Prime Minister has approved a project to simplify administrative procedures on every aspect of public administration, period 2007-2010. The project's aim is to make administrative procedures unified, consistent, simplified, publicized and transparent, in order to make it easier for individuals, organizations and business to reach and go through administrative procedures; improve the efficiency and effectiveness of public administration, thus boosting socio-economic development; and contribute to the fight against corruption and wasteful spending.

The project is made up of four sub-projects:

- Simplifying administrative procedures on all aspects of public administration: To list and review all the existing administrative procedures for deficiencies and develop solutions to making them simple and convenient for individuals, organizations and business.

- Setting simple business conditions: To set business conditions that are clear, reasonable, consistent, able to meet public administration requirements, open and less time-consuming and less costly for the public and business of all economic sectors.

- Simplifying forms in administrative procedure documents: To ensure the consistency in issue and use of forms in administrative procedure documents; prevent the use of administrative forms for the interest of a particular entity that causes difficulty for individuals, organizations and business; and issue forms that are simple, highly understandable, easy-to-use and convenient to have and use.

- To set up agencies in charge of taking and handling representations and complaints from individuals, organizations and business about institutions, policies and administrative procedures and removing those that are no longer work: To quickly revise and improve institutions, policies and administrative procedures that are no longer fit in practice, causing trouble to organizations, individuals and business; and improve the reception and treatment of representations and complains about institutions, policies and administrative procedures at public agencies.

The PM decided to set up a steering board for the project to simplify administrative procedures on every aspect of public administration, period 2007-2010, which is headed by the Minister-Chair of the Government Office and staffed with representatives of the ministries of Planning and Investment, Finance, Internal Affairs, and Justice and the National Assembly Office. The leader of the Government Office's Administrative Reform Department is the board's secretary.

The board has a secretariat, consisting of experts from the Government Office, the Ministries of Planning and Investment, Finance, Internal Affairs and Justice and the National Assembly Office.

The board and its secretariat work part-time and will dissolve when the project ends.
