VN strives for industrialized status by 2020, says Party leader

VGP – The 2011-2020 socio-economic development strategy will target to turn Việt Nam into a basic industrialized and modernized one by 2020, said Party General Secretary Nông Đức Mạnh.

The Party leader stressed this point while delivering his keynote political report at the opening session of the 11th National Party Congress on January 12 in Hà Nội.  

Outstanding achievements

Secretary General Nông Đức Mạnh reviewed the five-year implementation of the 10th Party Congress’s resolution, identifying advantages brought about by the renewal process and international integration, and pointed out difficulties and challenges caused by deep-rooted weaknesses of the national economy. 

The whole Party and people, said Mr. Mạnh, had strived to overcome difficulties and challenges and scored important achievements in implementing the preset goals to basically maintain the stability of  macro economy; stabilize high growth rates; get better education and training, science and technology, cultural and social affairs; protect natural resources; strengthen national defense; uphold national independence, sovereignty, unity and territorial integrity; and expand external relations and international integration.

Mr. Mạnh also pointed out existing problems, including unsustainable and uncompetitive economic development and the slow pace of economic restructuring, while there were limitations and weaknesses in the fight against bureaucracy, corruption, waste, and social evils.   

However, he stressed that the implementation of the 10th National Party Congress’s resolution significantly contributed to the realization of the 2001-2010 socio-economic development strategy and the 1991 Platform for national construction in the transitional period over the past 20 years.

After ten years of implementing the 2001-10 socio-economic development strategy, the economy grew rapidly at an annual average rate of 7.2% and its structure shifted positively. The institution of socialist-oriented market economy continued to be perfected.

Significant supplements to 1991 Platform

General Secretary Nông Đức Mạnh underlined the need to continue study, supplement, and develop the 1991 Platform on National Construction. 

The draft supplemented Platform defines eight tasks for the Party and people as follows:

(1) To step up national industrialization and modernization in combination with the development of a knowledge-based economy, protecting natural resources and the environment;

(2) To develop a socialist-oriented market economy;

(3) To strengthen an advanced culture, imbued with national identity, promote human development, improve people’s living conditions, and implement social progress and equality.

(4) To maintain national defense, security, social order and safety;

(5) To pursue an external policy of independence, self-reliance, peace, friendship, cooperation and development, and be active in international integration;

(6) To build a socialist democracy and implement the national great unity;

(7) To build a socialist state ruled by law, of the people, by the people and for the people;

(8) To build a strong and transparent Party.

Five viewpoints on socio-economic development

Regarding the socio-economic development strategy for 2011-2020 period and five-year national development tasks (2011-2015), the Party chief announced that Việt Nam will strive to become a basic industrialized and modernized country by 2020 with social and political stability, democracy, discipline, and consensus, remarkable improvements in the people’s material and spiritual life, maintenance of national independence, sovereignty, unity and territorial integrity, and higher position and prestige in the world arena, thus creating a solid foundation for higher development in the next phase.

The Party chief also pointed out five development view points including (1) fast development combined with sustainable development; (2) synchronous renewal in accordance with economic and political circumstances; (3)  widening democracy and upholding human factor as the subject, the key resource, and the goal for development; (4) igniting production forces with scientific and technological advancements and at the same time perfecting production relations and institutions for the socialist-oriented market economy; (5) pursuing an independent and self-reliant economy in the context of deepened international integration.

Finally, General Secretary Nông Đức Mạnh emphasized that the 11th National Party Congress would reaffirm the will of the entire Party, people and army, with millions of people sharing the same grit to be active and creative to take advantage of opportunities to overcome challenges, aiming to successfully implementing the goal of a wealthy people, and strong, democratic, equitable and civilized nation moving steadily towards socialism./.
