VN gives high priority to ADMM+ cooperation, defense minister says

VGP – As Viet Nam is the Chair of ASEAN 2020, the Vietnamese Ministry of National Defense attaches 'special importance' and gives 'high priority' to sustaining cooperation within the ASEAN Defense Minsters' Meeting Plus mechanism - platform that engages ASEAN member countries and their eight dialogue partners.

Minister of National Defense Ngo Xuan Lich made the above statement at the ASEAN Defense Senior Officials’ Meeting Plus (ADSOM ) Video Conference on July 7, which attracted the participation of heads of ADSOM of all 10 ASEAN member nations and representatives of eight partner countries including Russia, China, the US, Japan, the Republic of Korea, Australia, New Zealand and India.  

Lich called for the AMDD member countries' support and cooperation to successfully deploy defense cooperation agenda this year despite complicated developments of the COVID-19 pandemic.

He said that the pandemic has become a major non-traditional security challenge that adversely affects all aspects of life across the world, which requires concerted efforts of all countries, including promotion of the role played by multilateral cooperation mechanisms in addressing the crisis.

Lich took the occasion to express his appreciation for the efforts made by the ASEAN military medical forces in organizing an online drill on COVID-19 prevention and control recently, saying that the drill was a practical activity that contributes to realizing the results of the ASEAN Special Summit on COVID-19 and the Joint Statement of the ASEAN Ministers on defense cooperation in response to the pandemic.

Deputy Minister of National Defense Nguyen Chi Vinh, who chaired the video conference, said that the Joint Statement adopted at the ASEAN Defense Ministers' Meeting Retreat (ADMM Retreat) last February created a foundation for accelerating practical defense cooperation among ASEAN member countries, including an online medical military drill and an online conference of the network of ASEAN chemical, biological and radiological defense experts.

Vinh said the Vietnamese Ministry of National Defense expects the aforesaid activities would be expanded among ADMM mechanism.

The participants highly valued the ministry's efforts as chair of ADMM and ADMM , saying it has worked actively to maintain and strengthen intra-bloc cooperation and links between the bloc and its dialogue partners in the time of the pandemic.

They emphasized the importance of defense cooperation in dealing with the pandemic while expressing concerns about recent unilateral actions that have affected security and stability in the region.

The participants also underscored the importance of full and effective implementation of the Declaration on the Conduct of Parties in the East Sea and of early conclusion of an effective and substantive Code of Conduct in the East Sea in line with international law, including the 1982 UN Convention on the Law of the Sea./.
