The targets are stipulated in the national master plan on information safety by 2020 which was recently ratified by the Government chief.

The document points out overall goals to be fulfilled by 2020. Accordingly, the country’s vital information system will be secured by highly confidential security systems; rescue networks will be founded to respond to any national information breakdowns; IT staffs will be trained to meet regional standards; people’s awareness of information safety will be raised; and all network managers will have to meet requirements on national certificate of information safety.

In the short term, by 2015, networks for supervising and giving warnings on information safety will be set up and put into operation nationwide. Electronic information systems in State agencies will be periodically investigated and annually verified. All ministerial and provincial websites will have to figure out effective measures to fight against possible attacks. And e-transactions will be ensured while electric commercial services are popularized.

By 2020, the State plans to spend VND 765 billion on six prioritized projects to build a national technical center on network safety, a national system assessing and verifying information safety; a system of warning, detecting and preventing hackers; a system of identifying and securing the Government’s information systems; and a system of guaranteeing safety of e-commerce activities. The fund is also used to train experts on information safety for governmental agencies and vital information systems.
