Under the MoU, the two sides will begin to upgrade Highway 2E in Laos in March and survey a railway line from Thakhek to Mouda, which is on the border with Việt Nam.

The two sides will work with each other to realize the government-level decision regarding the neighbor’s use of Việt Nam’s Vũng Áng Seaport for cargo transport and trade.

The MoU is expected to lay the foundation for the two sides to ink a new treaty in August.
