Looking back to the 25-year journey, Ngoc said the two countries have overcome mountain of difficulties and obstacles to walk together toward the future thank to the vision and political determination of the previous generations of the sides’ leaders.

The two sides elevated the bilateral ties to comprehensive partnership on the basis of respect for the United Nations Charter and each other’s political systems, independence, sovereignty, and territorial integrity. These principles have been reflected consistently across fields of cooperation between the two countries.

Against the backdrop, the two sides have exchanged a number of high-level visits, adopted important joint statements and agreement, and formulated mechanisms and dialogues at bilateral and multilateral levels.

The bilateral cooperation has reached a level that no one could imagine 25 years ago, with remarkable outcomes recorded not only in political-diplomatic but also economics, trade, investment, defense-security, education among others.

Trade-investment has emerged as a pillar and important driving force in advancing the bilateral ties throughout the past 25 years. The two-way trade value rose 170 times to US$77.6 billion in 2019 from just US$450 million in 1995. The US is the biggest importer of Vietnamese goods while Viet Nam is a leading ASEAN country in importing goods from the US.

Despite the COVID-19 pandemic, the bilateral trade still increased by nearly 10% in the first six months this year. American businesses continue expanding investment in Viet Nam and a rising number of Vietnamese businesses are investing in the US.

Defense-security cooperation is also advancing on a solid basis, expanding from handling of war consequences to military medicine training, humanitarian aid, and peace-keeping efforts.

Viet Nam welcomed two US aircraft carriers in March 2018 and March 2020 on separate official visits to the Southeast Asian nation.

The two countries continue security cooperation to information sharing, anti-terrorism capacity building, cybersecurity, and water security and others.

In addition, people-to-people exchanges have been ceaselessly enhanced as evidenced by the facts that more than 800,000 turns of American visit Viet Nam annually and that more than 31,000 Vietnamese students are learning in the US, ranking first among ASEAN nations.

The bilateral ties have gone beyond bilateral benefits, contributing to the maintenance of peace, stability, cooperation and respect for the rule of law in the Indo-pacific region and the world.

Both sides are actively coordinating in addressing regional and international issues, including such important ones like the East Sea and the Korean peninsula. Multilateral cooperation has been further enhanced this year as Viet Nam is undertaking the dual role as the ASEAN Chair and non-permanent member of the United Nations Security Council.

Regarding the COVID-19 fight, the Government of Viet Nam and various organizations, businesses and individuals offered medical supplies to the US while the US granted over US$10 million to help Viet Nam combat the pandemic and recover the economy.

As the ASEAN Chair, Viet Nam has coordinated in accelerating medical cooperation between the US and ASEAN.

Ambassador Ngoc expressed his strong belief the two countries will promote the achievements of the 25-year cooperation to further lift up the bilateral ties to new heights for the benefits of their peoples and for peace, stability, cooperation and development in the region and the world.
