VN, France issue Joint Statement

VGP - Viet Nam and France have issued a Joint Statement on the occasion of the State visit by President François Hollande to Viet Nam from September 5-7 at the invitation of State President Tran Dai Quang.

 VN, France agree law-abiding principle at sea must be respected

 Visits by Indian, French leaders demonstrate success of foreign policy

The following is the unofficial translation of the Joint Statement:

1. At the invitation of State President of the Socialist Republic of Viet Nam Tran Dai Quang, President of the French Republic François Hollande paid a State visit to Viet Nam from September 5-7. During the visit, President François Hollande held talks with State President Tran Dai Quang; met with Party General Secretary Nguyen Phu Trong, Prime Minister Nguyen Xuan Phuc and Chairwoman of the National Assembly Nguyen Thi Kim Ngan; visited the Viet Nam National University, Ha Noi, and Ho Chi Minh City.

2. At the talks, the two leaders discussed on bilateral ties and regional and international issues. They agreed that the Viet Nam-France relations have been developing positively in various fields: Politics, national defense, security, development cooperation, trade and investment, environment, climate change adaptation, health, science and technology, training, law and justice, culture, local-to-local cooperation, French teaching. The two leaders affirmed the two countries’ resolve to deepen the Viet Nam-France strategic partnership, signed in September 2013, in all domains.

3. Both nations emphasized the necessity to further strengthen all-level contacts and exchanges, especially high-level visits and meetings on the sidelines of regional and international forums and conferences. Both sides agreed to enhance the role of the bilateral consultation and dialogue mechanisms, including the strategic dialogue between the two foreign ministries and the two defense ministries.

4. The two leaders affirmed that economic cooperation will remain a prioritized pillar of the bilateral cooperation. Both sides underlined the importance of the annual high-level economic dialogue in accelerating economic-trade cooperation between Viet Nam and France. The 4th high-level economic dialogue, held in Paris in July 2016, showed that both sides need to continue developing key cooperation orientations that meet the current requirements of the two countries. Both sides welcomed the signing of the cooperation agreement between the two agriculture ministries. On the occasion, Viet Nam invited France to participate in the Viet Nam International Food Industry Exhibition in 2017 (Viet Nam Foodexpo) as an honorary nation. The two leaders also welcomed the enhancement of cooperation between the Business France and the Viet Nam Trade Promotion Agency (VIETRADE).

5. Both sides affirmed to continue creating favorable environment for investment and development of economic and industrial partnerships between the two countries. Both sides welcomed the signing of the agreements between Vietnamese airline companies and French Airbus Group, which lay foundation for developing partnership in the aviation area. The two sides agreed to boost the early signing and ratification of the Viet Nam-EU Free Trade Agreement (EVFTA). Viet Nam welcomed the technical and capacity-building assistance that France and the EU offer to Viet Nam to implement the EVFTA.

6. Both sides unanimously agreed to intensify strategic dialogue on defense and continue cooperation in training, military medicine, hydrography measurement, visits of vessels, military equipment, as well as in peace-keeping operations. Both sides expect to expand cooperation in security and safety of navigation and over-flight.

7. Both sides affirmed to continue cooperating in and exchanging experience of fighting human trafficking, illegal migration, counterfeit goods, high-tech crime, drug, and money laundering. The two leaders welcomed the signing of the agreement on extradition and agreement on mutual judicial assistance and administrative deal on legal cooperation between the two justice ministries.

8. Both sides highly appreciated the development cooperation over the past years. France pledged to maintain aid channels for Viet Nam as the second biggest bilateral sponsor in terms of value from 1994. Both sides agreed that development cooperation in the coming time will include climate change adaptation, environment, renewable energy, energy efficiency, training, urban infrastructure, and sustainable agriculture. Both sides also agreed to foster the deployment of prioritized projects, especially the Ha Noi pilot metro line No. 3.

9. Both sides stressed the importance of science-technology cooperation; agreed to continue cooperation in agriculture, renewable energy, health, natural resources and environment, space technology and satellite application research. The two leaders welcomed the signing of the Memorandum of Understanding between the Viet Nam Academy of Science and Technology and France’s National Center for Spatial Studies.

10. Both sides committed to beefing up education and training cooperation in France and Viet Nam. The two sides agreed to develop the University of Science and Technology of Ha Noi into an international standard one. The two leaders pledged to continue coordination in French teaching and teaching via French in the education system of Viet Nam, especially bi-lingual classes, and agreed to continue discussions on the establishment of Vietnamese language departments at French universities.

11. The two leaders spoke highly of the two countries’ cultural cooperation, which is a prominent in the bilateral ties, contributing to enhancing understanding and boosting people-to-people exchanges between Viet Nam and France. The two countries pledged to create favorable conditions for the development of the Vietnamese Culture Center in France and the French Institute in Viet Nam. The two sides encouraged cultural establishments of the two countries to strengthen the exchanges of delegations and experts and deploy joint cooperation projects.

12. The two leaders voiced support for and agreed to intensify cooperation between localities of the two countries. Both sides believed that the 10th conference on cooperation between localities of the two countries, which is scheduled to take place in Can Tho City of Viet Nam from September 14-16, 2016 will mark a new development in the cooperative ties between them.

13. Both sides held that the success of the 21st Conference of Parties to the United Nations Framework Convention on Climate Change in Paris and the signing of the Paris Agreement are the important steps forwards to the fight against climate change. Viet Nam hopes to cooperate with and receive assistance from France as well as the international community to realize its national strategies in this area and the targets of the Paris Agreement.

The two leaders welcomed the signing of the credit agreement for the water resource and infrastructure management support project to help Ninh Binh, Ha Tinh, and Can Tho City cope with climate change while agreeing to consider the possibility that France will join “green projects” in Viet Nam in the fields of solar energy, renewable energy, ecosystem improvement, general multi-sector planning, and smart urban development.

14. The two leaders unanimously agreed to continue sharing positions and coordinating in such mechanisms like the United Nations, Asia-Europe Meeting (ASEM), EU-ASEAN cooperation, and French-language institutions. The two nations emphasized the importance of consolidating and accelerating cooperation and exchanges in the Francophone communities, voiced support for reinforcing the presence of the Francophonie in Asia-Pacific and pledged to coordinate closely in preparation for the 16th Francophonie Summit in Antananarivo, Madagascar.

15. The two leaders affirmed the central role of the United Nations in maintaining global peace and security and in accelerating sustainable and equitable development. The two nations affirmed their respect for the United Nations Charter, the Universal Declaration of Human Rights, and for their independence, sovereignty and political regime. The two sides agreed to enhance cooperation for good governance, law-governed state, and human rights as well as for ensuring that all people can fully enjoy their rights regardless of their gender, origin, religion or gender tendency.

16. The two leaders strongly condemned terrorism in all its forms, violent extremism and expressed their support for efforts of the international community to counter terrorism.

17. Both sides affirmed their attachment to peace, stability, cooperation and prosperity in the world as well as in Asia-Pacific. Viet Nam backs France and the European Union to take an active and constructive role in Asia-Pacific and enhance cooperation with ASEAN. France highly appreciates the establishment of the ASEAN Community and continues supporting the central role of ASEAN in the emerging regional architecture.

18. The two leaders affirmed the importance of maintaining peace, stability, security, safety and freedom of navigation and aviation in the region. Both sides emphasized the importance of settling disputes through peaceful means without using or threatening to use force, on the basis of international law, especially the 1982 UN Convention on the Law of the Sea (UNCLOS). Following the ruling issed by the Permanent Court of Arbitration on July 12, 2016,  the two nations affirmed to respect the law-abiding principle in seas and oceans and underlined the importance of full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), voiced support for efforts to reach a Code of Conduct in the East Sea (COC).

19. The two leaders expressed their belief that the outcomes of the visit would contribute to furthering the Viet Nam-France strategic partnership. President of the French Republic invited the State President of the Socialist Republic of Viet Nam to visit France. State President Tran Dai Quang accepted the invitation with pleasure./.
