VNFUA was founded in 1993 upon the proposal of UNESCO and the UN in order to encourage the public to engage in the cause of national construction in line with UNESCO criteria as well as to maintain and develop cooperation with non-governmental UNESCO organizations in the world.

So far, the Federation has nearly 100 subsidiaries and over 5,700 members.

Annually, VNFUA organizes about 200 cultural, scientific and educational events, of which the most noteworthy is the international contest "Hà Nội the thousand-year-old city of peace" attracting participants from over 100 countries.

The organization has also sponsored and encouraged such activities as translating books, dispatching art troupes to other countries, and opening training courses.

Addressing the working session, Deputy PM Phạm Gia Khiêm hailed the VNFUA for its efforts to overcome difficulties and become one of two most powerful UNESCO organizations in Asia.

He was convinced that the Federation will continue to be an important tool for the Government of Việt Nam to promote people-to-people diplomatic policies.
