VN, EU conclude 4th round of negotiation for PCA

VGP - Việt Nam and the European Union (EU) last week wrapped up the 4th round of negotiations for the Frame Partnership and Cooperation Agreement (PCA) which will replace the Cooperation Agreement signed by the two sides in 1995.

Both Việt Nam and the EU have a strong political will to finish negotiations in order to reach the PCA next year when the ASEM Summit will be convened in October in Brussels.

According to Mr. James Moran, the European Commission's Director for Asia, by seeking for a new partnership agreement with Việt Nam, the EU wants to upgrade its cooperation with the Southeast Asian country to a new level.

The new PCA will continue focusing on economics and trade while expanding bilateral cooperation in new fields, including immigration, security, counter-terrorism, and border management, said Mr. James Moran, believing that the agreement will be the key for higher cooperation between the EU and Việt Nam.

The EU and Việt Nam are maintaining good commercial relations and have many chances to promote the cooperation in this field. Apart from the PCA, the EU has proposed a free trade agreement (FTA) with Việt Nam.

Mr. Moran stated that, in negotiations for the PCA, the EU and Việt Nam openly discussed anti-corruption in ODA-using projects. He also hailed Việt Nam’s positive signs in public administrative reforms and increasing transparency.
