VGP: a step toward e-government

(VGP) – As the official online information organ of the Government, over the past three years, the Government website has vigorously developed beyond the anticipations of its founders and designers.

The Government website, forerunner of the Government Web Portal (VGP), was launched on January 10, 2006. Over the past three years, it has proved to be the Government’s trustful source of official information on Internet. It is also a reception hub for opinions and proposals from people and enterprises nationwide as well as overseas Vietnamese in other countries. The formation of the website is considered a step towards the construction of e-government in Việt Nam.

At present, on average, several millions of turns of people log in VGP daily and over 3,000 agencies exploit legal documents from the website.

"Over the past time, we have received thousands of letters from readers expressing their gratitude to the Website for publicizing their legitimate aspirations which have been properly and quickly met by competent agencies", said Mr. Vi Quang Đạo, VGP Deputy Editor-in-Chief.

VGP will be developed along a three-stage roadmap. In the first stage (2006-2008), VGP provides static information. In the second stage (2008-2010), it is transformed into an electronic web portal and a multimedia e-newspaper. It functions as a hub of some ministerial, sectoral and local websites to form the Government’s electronic administrative information network, providing information of public services. Since 2010 on, VGP will perfect and upgrade its applications to develop an e-government.

Since late 2007, the PM required to upgrade the website to a web portal to better serve the performance of the Government and the PM in the new stage of national development.

Under the PM’s Decision 83/2008/QĐ-TTg, during the period of 2008-2010, VGP will be developed as a web-based e-newspaper, with three transactional gates between Government to Government (G2G), Government to citizens (G2C), and Government to business community (G2B). It is also connected to the Government’s e-database. VGP is accessible everywhere and through different devices.

According many experts, the financial and technical plan designed by VGP and the Government Office’s Informatics Center is feasible and in line with the development roadmap of e-government.

They also suggested that there should be a long-term strategy for the development of VGP, with visions to 2020.
