Top 10 labor and social affairs highlights in 2017

VGP – The Ministry of Labor, Invalids, and Social Affairs (MOLISA) has recently announced Top 10 labor and social affairs highlights in 2017.

1. 2017 – the year of “Tribute to heroic soldiers, war invalids and martyrs”

Viet Nam marked the 70th anniversary of War Invalids and Martyrs’ Day in 2017 which was an extremely important year for the whole Party, people and army. The Ministry selected the theme “Tribute to heroic soldiers, war invalids and martyrs.”

Especially, Party General Secretary Nguyen Phu Trong visited a nursing center for revolutionary contributors in Vien Ngoai village in Ung Hoa district, Ha Noi, on July 25 ahead of the 70th anniversary of Wounded Soldiers and Martyrs Day (July 27, 1947). The Party chief lauded the Ministry for working with relevant agencies and sectors to conduct a series of activities to mark the anniversary and take care of people with merits. 

On behalf of the Party and State leaders, the Party chief lauded the efforts made by the centre’s staff in caring for war invalids and martyrs’ family members.

He expressed his sympathy for the losses endured by the people, who are receiving treatment at the facility, and told them that they should be proud of the achievements they and their relatives have contributed to the nation’s revolution.

PM Nguyen Xuan Phuc issued Decion 70/2017/ND-CP which provides preferential allowance and subsidy levels for people with meritorious services to the revolution that increased from VND1.318 million to VND 1.417 million.

As of late 2017, 310,000 households benefited from VND 9 trillion of State budget. 

2. Handling existing dossiers of people with merit

The MOLISA issued Decision 408/QD-LDTBXH on procedures to resolve the number of outstanding dossiers of request for certification of meritorious people.

By the year-end, the Ministry presented over 50,000 certificates of national attribution recognition; confirmed 2500 invalids and 1250 martyrs. 

3. Building legal documents 

Last year, the MARD completed  all institution-making projects which needed to be submitted to the PM.

Specifically, the ministry presented Directive 14-CT/TW dated July 19, 2017 to the Secretariat of the Party Central Committee on "continuing to enhance the Party leadership towards the gratitude work for contributors to the revolution;” submitted 28 projects to the Government and PM. 

4. Record labor export

In 2017, Viet Nam recorded over 130,000 guest workers, exceeding nearly 24% of the preset goal, the unprecedentedly record figure. 

The MOLISA attributed the outcomes to the organization of the dialogue conferences with 280 labor export companies and adjustment of labor quality, labor export services. 

5. Contributions to APEC Viet Nam 2017

The MOLISA took the prime responsibility for hosting important conferences, dialogues, and forums; supplying initiatives and action programs to APEC. 

Especially, the APEC high-ranking dialogue on human resources development in the digital era drew the attendance of over 200 delegates from 19 economies on May 11-16 in Ha Noi. The APEC framework on human resources  development in the digital era took place on the sidelines of the 25th APEC Economic Leaders’ Week in Da Nang on November 11, 2017. 

The APEC 2017 Women and Economy Forum was held from September 26 to 29 in Hue City of the central province of Thua Thien-Hue under the theme ‘Enhancement of Integration and Economic Power of Women in a Changing World.’ The event aimed to connect the efforts of APEC member economies and help implement recommendations of APEC leaders in 2016 on economic, financial and social integration, and women’s empowerment. The Ministerial Declaration on Women and Economy was adopted in the forum.

6. Better social welfare  

Last year, all three indicators on the percentage of trained laborers, the unemployment rate in urban areas, and poverty reduction were fulfilled or even outstripped, thus contributing to accomplish all 11 socio-economic development norms of the National Assembly. 

Specifically, 56% of people were undergone training. The unemployment rate in urban areas was reduced to 3.18%. The poverty rate in multidimensional approaches fell to about 1.33% from 6.9%. 

7. Achievements in gender equality

The Minister of Labor, Invalids, and Social Affairs attended the 61st session of the Commission on the Status of Women (CSW61) in New York (the US) under the motto “Women’s economic empowerment in the changing world of work.” The Minister affirmed that Viet Nam has successfully fulfilled the Millennium Goal on gender equality. Viet Nam ranked 65th out of 144 countries in gender gap, jumping 18 notches against 2015. 

Last year, it was the first time the Minister presented a report on the implementation of the National Target Goal on gender quality.  

8. Enforcement of the Law on Vocational Education

The Ministry started to conduct State management function on vocational education in 2017. In addition, education establishments began to implement admission in accordance with the Law on Vocational Education. 

By late 2017, 1974 vocational education sites recruited over 2 million learners.  

9. National hotline for child protection

The Law on Children took effect from June 1, 2017. The Ministry consulted the Government to issue guiding documents to put the law into reality. 

Especially, on December 6, 2017, the Ministry launched a national hotline for children protection at 111 instead of the old number 18001567 that had been used for the past 13 years.

The hotline contributed to fostering coordination among State agencies, organizations and individuals in verifying information to promptly provide support services to protect children. 

The hotline also supplied legal information and consultations as well as policies, knowledge and skills of observing children’s rights, and giving advice on children’s psychology for children’s care givers.

10. Fighting negative manifestation of policy exploitation

The MOLISA finally concluded a cooperative program with the Ministry of National Defense on invalid dossiers for military officials in the 2013-2017 period. 

Out of 66,000 dossiers, 1,596 fake ones were discovered./.
