The Minister of Transport was ordered to report the Strategy on Railway Development in Vietnam to 2020 and visions to 2050.

The Hanoi-Hồ Chí Minh City Express Railway is 1,630 km long, departing from the Ngọc Hồi Station (Hanoi) and ending at the An Bình Station (Bình Dương Province). The total investment capital is estimated US$ 33 billion. This express railway is intended to serve passenger trains running at the speed of 300-350km/h. So it will take less than ten hours to go from Hanoi to HCMC. The Project will be implemented in two stages. In stage I, railway sections Hanoi-Vinh, Huế-Đà Nẵng and Nha Trang-HCMC will be built. The remaining sections will be constructed in stage II.

It is expected to start this Japan-supported Project in 2009 and finish in 2016. Japan will dispatch its experts to help Vietnam train qualified employees in building express railway.
