THE GOVERNMENT’S REGULAR MEETING - NOVEMBER 2015

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Decree No. 08/2012/ND-CP of the Government dated February 16, 2012 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in November 2015 held on November 27, 2015,

RESOLVES:

1.  Regarding the socio-economic performance in November and the first 11 months of 2015, the implementation of the Resolution No. 01/NQ-CP dated January 03, 2015 of the Government

The Government agreed that: The socio-economic performance in November and the first 11 months continued to witness positive progress. Macro-economy remained stable; inflation was controlled at low level; State budget revenues achieved decent result; total outstanding loans kept rising; exchange rate and the gold market remained stable. Industrial production, especially manufacturing and processing industries, maintained growth momentum. Despite numerous difficulties, agricultural production still progressed. Aggregate demand and purchase power increased; the number of international visitors to Viet Nam rose compared to the previous month and the same period last year. Registered and implemented foreign investment capital (FDI) picked up against the same previous last year. Business environment observed obvious improvement. The total number of newly established enterprises climbed up. Employment, labor, social security and healthcare received due attention. National defense and security were maintained; social and traffic order and safety were strengthened. Diplomatic activities and international integration achieved many results.

However, the country still faces many difficulties and challenges: Economic restructuring associated with renovation of growth model have not met expectation; domestic companies show limited production and export capacity; life of a part of the people, especially in remote and disaster-hit areas remains hard. On the other hand, it is forecast that prices of crude oil and some agricultural commodities may continue downward trend, generating impacts on production, exports and state revenues.

In the last month of 2015, the Government requests ministries, agencies and localities to continue promoting the achievements, taking advantages of favorable conditions, actively overcoming difficulties; implement drastically, comprehensively and effectively remaining tasks of 2015, strive to achieve and outperform the targets figured out in the 2015 socio-economic development plan; while, at the same time, get ready for the deployment of socio-economic development tasks in 2016, focusing on the following key tasks:

- The State Bank of Viet Nam shall continue to closely monitor market developments, actively and effectively manage monetary policy in close coordination with fiscal policy, ensure stability of monetary market, exchange rate, and the liquidity of the economy, especially during the year-end. Actively expand and improve credit quality associated with enhancement of strict inspection and control of priority areas.

- The Ministry of Planning and Investment shall lead and coordinate with other ministries, agencies and localities to comprehensively implement solutions to mobilize all social resources for development investment; accelerate the disbursement of approved development funds, especially ODA programs and projects and other important and urgent projects; lead and coordinate with the Government Office, relevant ministries and agencies to collect comments at the socio-economic subcommittee meeting, to finalize the socio-economic report for the 5-year period 2016 - 2020, submit to the Political Bureau and the 13th Plenum of the Party Central Committee as planned; quickly develop a draft Resolution of the Government on major tasks and solutions guiding the implementation of the socio-economic development plan and budget estimates in 2016, which clearly defines some key objectives and tasks for intensified efforts in order to create substantial changes in 2016.

- The Ministry of Finance shall lead and coordinate with other ministries, agencies and localities to continue solutions on State revenue management and tax debt collection; coordinate with the Ministry of Public Security in directing functional forces to boost the inspection, handling and combat against tax fraud and tax evasion; control spending in a tight and sparing manner, ensuring the state budget balance in 2015; implement synchronous measures to spur capital market development in order to fully mobilize capital resources from the society; work closely with the functional forces to enhance the prevention and combat against smuggling and commercial fraud, counterfeit and shoddy goods, especially before the Lunar New Year.

- The Ministry of Industry and Trade shall lead and coordinate with other ministries, agencies and localities to strengthen the implementation of measures to accelerate the export of goods of strength; expand markets, focus on exploiting advantages generated by the free trade agreements that Viet Nam has joined while developing the domestic market; prepare a plan to ensure adequate goods supply during the year-end and the Lunar New Year holiday; actively carry out preparations for the realization of the Viet Nam-EU Free Trade Agreement with and the Trans-Pacific Partnership (TPP), especially the review and adjustment of regulations, policies and reform of administrative procedures.

- The Ministry of Agriculture and Rural Development shall focus on boosting the restructuring of the agricultural sector associated with building new countryside, developing centralized and large-scale husbandry; strengthen coordination, inspection and resolute handling of cases using banned substances in animal husbandry; closely monitor weather changes and develop proactive plans to prevent drought, salinity intrusion, etc.

- The Ministry of Labor-Invalids and Social Affairs shall quickly direct, review and identify poor and near poor households according to the new poverty benchmark; effectively implement policies on social security, social welfare, job creation, and sustainable poverty reduction, especially for people with meritorious services to the revolution, social policy target subjects, and residents in remote and ethnic minority areas.

- The Ministry of Health shall beef up the deployment of solutions to reduce hospital overload associated with improving the quality of healthcare; urgently implement and ensure progress of computerization in medical facilities across the country in service of the assessment and payment of health insurance; focus on disease prevention measures, particularly diseases which are highly contagious; coordinate with relevant agencies to take drastic measures to ensure food safety.

- The Ministry of Public Security shall strengthen the prevention and combat against crime, ensure political security, social order and safety, especially at the end of the year; take drastically measures to ensure traffic safety and order, inspect and strictly handle violations of traffic safety and order regulations.

- The Ministry of Information and Communications shall direct to enhance the communication and dissemination of orientations and guidelines of the Party, laws and policies of the State, direction and administration measures of the Government and the achieved results to create social consensus, strengthen the solidarity, and promote socio-economic development.

- Ministries, agencies and localities, according to their assigned functions and tasks shall effectively implement the Resolutions of the 10th session of the 13th National Assembly, especially the Resolution on socio-economic development plan and State budget estimates in 2016; quickly complete and submit to the Prime Minister for issuance of decisions related to the assignment of socio-economic targets in 2016 and the allocation of development investment capital from State budget plan in 2016; at the same time, review and evaluate the implementation of the Resolution No. 01/NQ-CP dated January 03, 2015 by the Government, and send to the Ministry of Planning and Investment to report to the Government.

- Line ministries of National Target Programs shall urgently implement the Resolution No. 100/2015/QH13 dated November 12, 2015 of the National Assembly approving the investment policy of National Target Programs in the period 2016 – 2020; complete the feasibility study reports of the programs; review 21 target programs and remove contents overlapping with the National Target Program on building new countryside and the National Target Program on sustainable poverty reduction and report to the Prime Minister for approval in January 2016. This will serve as basis for synthesis of the medium-term public investment in the period 2016–2020. Ministries, including the Ministry of Agriculture and Rural Development; Ministry of Labor-Invalids and Social Affairs; Committee for Ethnic Minority Affairs shall expeditiously develop capital allocation principles, criteria and norms, including investment capital for the National Target Program on building new countryside and the National Target Program on sustainable poverty reduction, then submit to the Prime Minister in early December 2015.

- Ministers, heads of ministerial-level agencies shall promptly finalize the written feedbacks to questions raised by lawmakers at the 10th session of the 13th National Assembly as assigned. The Government Office shall monitor and accelerate the implementation.

- Ministries, agencies and localities shall continue accelerating administrative reform, especially administrative procedures; improving the investment and business environment; performing restructuring of the economy, focusing on equitization of State-owned enterprises, divestment from non-core business lines and enterprises in which the State does not necessarily hold stakes; speeding up the reorganization of state agro-forest farms according to the Resolution No. 30-NQ/TW dated March 12, 2014 of the Political Bureau.

2. Regarding the draft Decree of the Government specifying agencies under the Government

The Ministry of Home Affairs is assigned to lead and collaborate with the Ministry of Justice, the Government Office and relevant ministries and agencies to collect opinions of the Cabinet members at the meeting to complete the draft Decree and submit to the Government for issuance.

3. Regarding deadline to approve investment decisions for newly started projects in 2016 by ministries, agencies and localities

The Government allows ministries, agencies and localities to arrange their investment capital in 2016 on newly started projects which have received investment decisions before March 31, 2016; the allocation of capital to newly started projects shall be done in order of priority specified in the Law on Public Investment and the Resolution No. 101/2015/QH13 dated November 14, 2015 of the National Assembly on allocation of central budget in 2016.

The Ministry of Planning and Investment is assigned to provide instructions for the implementation of other ministries, agencies and localities as regulated by law.

4. Regarding the five-year socio-economic plan and the Medium-term plan on public investment between 2016 and 2020

The Ministry of Planning and Investment is assigned to instruct other ministries, agencies and localities to implement the relevant Conclusions of the Political Bureau, Resolutions of the National Assembly and Directives of the Prime Minister.

5. Regarding the structural framework of the national education system

The Government agrees with the structural framework of the national education system proposed by the Ministry of Education and Training.

The Ministry of Education and Training is assigned to lead and coordinate with the Ministry of Labor-Invalids and Social Affairs, Ministry of Health, Government Office and other relevant ministries and agencies to collect comments of Cabinet members and complete the structural framework, and submit to the Prime Minister for signing./.
