RESOLUTION

THE GOVERNMENT’S REGULAR MEETING - OCTOBER 2015

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Decree No. 08/2012/ND-CP of the Government dated February 16, 2012 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet’s members and the conclusion of the Prime Minister at the Government’s regular meeting in October 2015 held on October 29, 2015,

RESOLVES:

1. Regarding the socio-economic performance in October and the first 10 months of 2015; the implementation of the Resolution No. 01/NQ-CP dated January 03, 2015 of the Government

The socio-economic situation in October and the first 10 months continued to progress positively. Macroeconomic remained stable; consumer price index increased slightly; credit outstanding balance increased; bad debt decreased; foreign exchange market remained stable. Economic sectors observed positive recovery. Industrial production increased, in which processing and manufacturing sectors rose fairly well. Agricultural production remained stable. Aggregate demand and purchasing power improved. The number of international tourists to Viet Nam increased. Total registered and disbursed foreign direct investment (FDI) was higher than that of the same period last year. Business environment and national competitiveness improved. Positive changes were seen in business development. Deployment of strategic breakthroughs and economic restructuring associated with transformation of growth model were promoted. Healthcare, cultural and social fields progressed; social security and social welfare were ensured. Political security, social order and security were maintained. Traffic safety was enhanced. International integration achieved important results.

On the other hand, the economy still faces a number of difficulties and challenges: Agricultural production increased at slow pace due to the impact of drought and price hike; market demand of some strategic agricultural commodities reduced; exports by domestic business remained low; it was difficult to maintain fiscal balance; domestic enterprises, especially small and medium enterprises encountered many difficulties; life of a part of the people, especially people in remote areas with ethnic minorities, still faced many difficulties; occurrence of fire and explosions observed complicated development.

To accomplish the objectives and tasks set out in the socio-economic development plan in 2015, the Government requests ministries, agencies and localities to implement drastically, comprehensively and effectively tasks and measures enshrined in the Resolution No. 01/NQ-CP on tasks on and solutions to socio-economic governance and state budget plan of 2015, the Resolution No. 19/NQ-CP on key tasks and measures to continue improving business environment and enhancing national competitiveness in two years 2015 - 2016, the Resolution No. 36a/NQ-CP on e-government and the Resolutions of the Government’s regular meetings; in particular, focusing on the implementation of the following key tasks:

- The State Bank of Viet Nam shall closely monitor the market; operate synchronously monetary policy tools to ensure stable monetary and foreign exchange markets; closely coordinate with fiscal policy to ensure major balances of the economy; assure systematical safety.

- The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with ministries, agencies and localities to develop detailed allocation plan of the State budget and public investment plan in 2016 to ensure on time delivery of socio-economic development plan, State budget and public investment plan as specified in resolutions of the National Assembly. After the investment policy for national target programs has been approved by the National Assembly, the two ministries shall expeditiously finalize a detailed allocation plan for the Medium-term Public Investment Scheme in five years 2016 - 2020, and report to the Prime Minister before submitting to the National Assembly for approval.

- The Ministry of Finance shall strengthen direction for completion of state budgetary and financial tasks in the last months of the year; promote management of tax collection, concentrating on handling tax debts; strictly control expenditures to ensure balance in state budget revenues. The ministry shall lead and coordinate with the Ministry of Industry and Trade to submit to the Prime Minister a plan to adjust gas prices under off-take agreement in November 2015; enhance the inspection, monitoring and improvement of utilization efficiency of loans; synchronously implement solutions on public debt management; lead and coordinate with other ministries, competent agencies to implement drastically measures to prevent and combat smuggling and trade fraud.

- The Ministry of Industry and Trade shall lead and collaborate with other ministries, agencies and localities to strengthen market management, ensuring supply and demand balance of goods at the end of the year; promote dissemination of commitment contents of free trade agreements between Viet Nam and its partners; actively coordinate with other relevant ministries and agencies to make preparation for signing and ratification of the Viet Nam-EU Free Trade Agreement, and the Trans-Pacific Partnership (TPP).

- The Ministry of Agriculture and Rural Development shall promote restructuring of the agricultural sector; continue to direct the implementation of measures to restructure crops structure in drought-hit and ineffective rice cultivation areas; monitor and direct disaster prevention, proactively implement solutions to prevent drought and water logging in Winter-Spring season of 2015 – 2016; strictly control the quality of agricultural products and supplies, prevent use of prohibited substances in animal husbandry.

- The Ministry of Labor-Invalids and Social Affairs shall effectively direct the implementation of policies on social security, social welfare and job training, job creation, especially for rural workers, people in remote areas and ethnic minorities, and areas affected by natural disasters; coordinate with other ministries, agencies and localities to continue to review, amend and supplement policies related to sustainable poverty reduction.

- The Ministry of Health shall continue to focus on improving the quality of health care services; reduce overcrowding in central hospitals; strengthen preventive health services, promote dissemination and communication of preventive measures against epidemics; promote food safety practices; expeditiously complete and promulgate a joint circular consolidating prices of medical services and health insurance among hospitals of the same level nationwide.

- The Ministry of Culture, Sports and Tourism shall lead and collaborate with the Ministry of Foreign Affairs, Ministry of Public Security and other related ministries and agencies to study and propose visa exemption for tourists from a number of countries travelling in tours of travel companies.

- Ministry of Transport shall direct to accelerate the construction of key traffic works; coordinate with localities to direct competent agencies to strengthen the control of car loads; coordinate with the Ministry of Finance and localities to control the declaration and listing of car freight rates.

- The Ministry of Public Security shall direct the implementation of solutions to fight, prevent and control crime, maintain political security, social order and safety; strengthen assurance of traffic order and safety.

- The Ministry of Information and Communications shall direct the effective dissemination of guidelines and policies of the Party, the State, the direction and administration of the Government, the National Party Congress at all levels to ensure consensus among the people; strengthen management measures to timely prevent and strictly handle dissemination of false information which causes adverse effect on public opinion.

- Ministries, agencies and localities shall continue to strengthen the implementation of measures to solve problems, improve business investment climate; mobilize resources for development investment; focus on drastically and synchronously directing solutions to implement the strategic breakthroughs, economic restructuring and innovation of growth model; promote administrative reform associated with measures to support the application of information technology, e-government development; review the direction and administration and progress of the work program in 2015 under the working regulations of the Government. Ministers, heads of ministerial-level agencies, and Government agencies shall expeditiously review and evaluate works in the 2011 – 2016 term according to the direction of the Prime Minister in Official Dispatch No. 8288/VPCP-TH dated October 12, 2015 of the Government Office.

2. Regarding the State budget plan in 2015 and 2016

The Ministry of Finance shall lead and collaborate with the Ministry of Planning and Investment to collect comments from the Cabinet members, complete a report on the state budget balance in 2016 and submit to the National Assembly Standing Committee, in which the following contents must be specified:

- Regarding handling of revenue shortage in the central budget in 2015 caused by the impact of crude oil price, propose specific plans to offset the revenue shortage through strengthening collection management and handling of debts.

- Prioritize funding of the 2016 state budget plan to ensure the implementation of poverty benchmark adjustment in the 2016-2020 period.

- Regarding expenditure estimates for wage reform: Due to budget constraint in 2016, it is impossible to allocate resources to implement wage reform. In short term, the salary plan proposed by the Government to the National Assembly shall be implemented. On the basis of reviewing and balancing state budget revenues in 2015 and possible budget revenues in 2016, the Government shall report to the National Assembly on wage reform for officials and public servants at the 11th session of the 13th National Assembly.

- Regarding the issuance of bonds: Explain the requirements for diversifying terms of government bonds issued domestically and advantages and difficulties of international bond issuance with long-term duration to restructure a number of loans in foreign currency and local currency in 2015-2016.

The Minister of Finance, authorized by the Prime Minister, shall represent the Government to explain the report to the National Assembly and its affiliated agencies.

3. Regarding adjustment of the total central budget for the period 2016-2020 to implement 02 national target programs and review 21 target programs in the 2016-2020 period

Ministry of Planning and Investment shall lead and collaborate with the Ministry of Finance and other relevant ministries and agencies to review and report to the National Assembly for the implementation of:

- Increase in the total central budget to implement the 02 national target programs on new rural area construction and sustainable poverty reduction by 5 times the 2015 plan which has been allocated to national target programs for the 2011-2015 period (excluding funding for the assigned tasks of central ministries and agencies on centralized procurement) and increase by approximately 20%. The additional budget shall be taken from government bond capital and resources resulted from equitization and divestment of state budget, focusing on the national target program on new rural area construction.

- Not to cut down objectives and tasks of the 21 target programs in the period 2016-2020 approved by the National Assembly Standing Committee to ensure the achievement of objectives of socio-economic development, national defense and security in specific sectors, fields and localities.

The Minister of Planning and Investment, authorized by the Prime Minister, shall represent the Government to report the aforesaid contents to the National Assembly.

4. Regarding the proposal to take drug addicts without stable residence to social rehabilitation centers

The Government agrees with the proposal of the Ministry of Labor-Invalids and Social Affairs to continue to take drug addicts without stable residence to social rehabilitation centers.

The Ministry of Labor - Invalids and Social Affairs shall be responsible for leading and collaborating with the Ministry of Justice and other relevant ministries and agencies to report to the National Assembly to continue the implementation of Point 5, Section III of the Resolution No. 77/2014/QH13 dated November 10, 2014 of the National Assembly until the relevant legislation is amended and takes effect.

5. Regarding the proposed Tet holiday schedule in 2016

The Government agrees with the proposal of the Ministry of Labor-Invalids and Social Affairs on the Tet holiday schedule in 2016 (from February 06, 2016 to February 14, 2016 or from December 28 to January 07, 2016 under lunar calendar), in which days from February 07, 2016 to February 11, 2016 are New Year holidays, and the others are weekend.

The Ministry of Labor-Invalids and Social Affairs shall be responsible for providing specific instructions to officials and public servants; agencies and units shall arrange appropriate work shifts during the Tet holiday.

6. Regarding multidimensional poverty line applied to the period 2016-2020

The Government agrees with the proposal of the Ministry of Labor-Invalids and Social Affairs and the Ministry of Finance on the multidimensional criteria and benchmark applied to the period 2016-2020.

The Ministry of Labor-Invalids and Social Affairs shall be responsible for collecting comments from the Cabinet members, and completing a draft Decision approving the multidimensional poverty line applied between 2016 and 2020, and submit to the Prime Minister for signing.

7. Regarding the taxable exchange rate in base price of gasoline and oil

The Government agrees with the proposal of the Ministry of Finance on the determination of import tax and special consumption tax in base price of gasoline and oil as stipulated in the Decree No. 08/2015/ND-CP dated January 21, 2015 and Decree No. 12/2015/ND-CP dated February 12, 2015 of the Government; implementation period shall begin from December 01, 2015. The Ministry of Finance is assigned to lead and coordinate with the Ministry of Industry and Trade to guide the implementation.

8. Regarding Crime Prevention Fund

The Government agrees to maintain the operation of the Crime Prevention Fund under the Decision No. 47/2012/QD-TTg dated November 1, 2012 of the Prime Minister until the end of 2016.

The Ministry of Public Security is assigned to lead and collaborate with the Ministry of Finance, Ministry of Justice and other relevant ministries and agencies to study and propose funding mechanism for crime prevention in conformity with legal regulations on the state budget, and report to competent authorities for consideration and decision.

9. Regarding the Ordinance project on market management

The Ministry of Industry and Trade is assigned to lead and collaborate with the Ministry of Justice, the Government Office, other relevant ministries and agencies to collect comments from the Cabinet members, revise and complete the Ordinance project on market management and report to the Prime Minister before submitting to the National Assembly Standing Committee.

10. Regarding the Law on Guard

The Ministry of Public Security is assigned to coordinate with the Ministry of Justice, the Government Office and relevant agencies to collect comments from the Cabinet’s members, revise and complete the Law on Guard. The Minister of Public Security, authorized by the Prime Minister, shall represent the Government to report to the National Assembly./.
