RESOLUTION
The Government’s regular meeting - October 2010

The Government on November 6 convened its regular meeting for October
2010 to discuss and decide the following issues:
1. The reports on socio-economic performance in October and the first
ten months, on domestic and global economic forecast; on damages caused of floods
in the Central region, measures to overcome the aftermaths and stabilize daily
activities and production there; on the implementation of the Government’s
September resolution and the October working program; on inspection work,
settlement of complaints and accusations, and anti-corruption in October; and on
administrative reforms in October. The reports were presented respectively by
the Minister of Planning and Investment, the Minister of Agriculture and Rural
Development, the Minister-Chairman of the Office of Government, the Inspector
General, and the Minister of Home Affairs.
a) Together with people from all
walks of life, the whole political system showed sympathy to local authorities
and residents in the flood-devastated areas in the Central region for their human
and property loss. The Government commended and highly appreciated the attempt
of the local authorities and armed forces for providing active and effective
emergency relief; voluntary rescue
forces at both central and local levels for timely assisting flood victims. The
Government acknowledged and lauded the material and spiritual support of
individuals, organizations, and enterprises, overseas Vietnamese people and
international friends for backing the flood victims to surmount their
difficulties, overcome the damages, restore production, and stabilize daily life.
The Government requests
ministries and localities to work with each other; instruct rescue forces,
local authorities and residents to early search for missing persons; visit and console
victim families and provide them with relief aid; mobilize forces and means to
supply food to victims in isolated areas; take measures to surmount bad
consequences of floods, repair socio-economic infrastructure, keep the
environment clean, prevent possible epidemic outbreaks, stabilize production
and life of local people, raise capacity of rescue forces in case of other
natural disasters and minimize the loss in the principle of “Taking precautionary
action, adapting to challenges for development.” The Ministry of Construction is
assigned to play as main implementer and work with relevant sectors to propose a
program on housing in regions and localities vulnerable to natural disasters
and climate change, and early submit it to the Prime Minister for decision.
b) The Government agreed that: The socio-economic
performance in October and the first ten months continued to advance
positively. The economy recorded a relative high growth rate. Macro-economy was
improved, key economic indicators maintained; State budget collection was on
the rise, serving to keep the balance sheet and reduce overspending;
investment, capital disbursement and export were strengthened; and the trade
gap was on the decline. Production values of industry, agriculture, and
services surged fairly high. The social security was ensured. Culture,
information, education, health care, science-technology, and environment
protection received due attention and saw positive outcomes. The successful
organization of the 1000th anniversary of Thăng Long-Hà Nội brought
about excited atmosphere nationwide. Diplomatic activities achieved important
outcomes, especially Việt
Nevertheless, the economy still faces with a mountain of difficulties
and challenges including natural disasters and floods in the Central region
which caused huge loss and numerous threats; spreading epidemics which may
affect production and life of people; electricity shortage; price fluctuations
in the global market which have influenced exchange rates and rising prices
which may lead to inflation in the rest of 2010.
In the last two months of 2010, the Government requests ministries,
sectors and localities to keep a close watch on complicated changes in the
world market, propose reasonable and timely policies and measures; drastically
implement solutions as stipulated on Resolution 03/NQ-CP dated
on January 15, 2010, Resolution 18/NQ-CP dated on April 6, 2010, other
Government’s Resolutions, and Directive No. 1875/CT-TTg dated on
October 11, 2010 on measures to stabilize market prices in the rest of 2010, focusing on the following spotlights:
- The Ministry of Finance (MoF) and the Ministry of
Industry and Trade (MIT) will work with localities to maintain price
stabilization and control consumer price index escalation. Chairpersons of
municipal and provincial People’s Committees will direct competent agencies to
implement Directive No. 1875/CT-TTg dated on October
11, 2010 and set up inspection teams to supervise the realization of price
registration, listed selling prices, and price management, firstly for
essential commodities, and strictly punish infringements on price regulations.
- The MIT will take prime responsibility, in
collaboration with relevant ministries and sectors, for conducting the
solutions to boost export, keep trade gap below the set target; propose
measures to resolve business, production and export difficulties for
enterprises; expand the domestic market; balance good supply-demand,
particularly for vital consumer commodities to avoid the shortage of goods and price hikes in the year
end and the Lunar New Year; solve power shortage, drastically conduct
electricity-saving measures, restrict power cuts, balance the power supply in
both long and short terms, collaborate with the Ministry of Agriculture and
Rural Development (MARD) and the Ministry of Construction (MoC) to regulate additional
charge, and prepare additional charge for some cement and steel factories in
case of compulsory power cuts, and provide adequate power for irrigation work
during the winter-spring crop and important production industries.
- The State Bank of Việt Nam (SBV) will continue active and flexible
monetary policies in line with market signals and the goals of stabilize macro-economy,
curb inflation; regulate exchange rates and the foreign exchange market in
favor of production, business, and export activities.
- The MoF will direct localities to strive for a higher-than-target State budget collection while imposing
strict management over expenditure to pull down the State overspending; to
enhance inspection and control over the tax declaration and registration; to further
review and streamline customs procedures in favor of export and import
activities.
- The Ministry of Health will bear responsibility for working with relevant
ministries, sectors and localities to research and apply effective measures to
control drug prices and resolve overcrowding at hospitals.
- The Ministry of Planning and
Investment (MPI) will coordinate with relevant ministires, sectors and
localities to remove
barriers and difficulties, speed up the implementation and capital disbursement
of projects using State funds, governmental bonds, ODA, and FDI; finalize the
targets for 2010; work with the MoF to kick-start the socio-economic
development plan and state budget for 2011 prior to December 2010.
- The MARD will be in charge of working with ministries, sectors and
localities to overcome consequences of natural disasters and floods, back local
people to stabilize life and production, prepare for the winter-spring crop,
prevent and protect
plants and domestic animals from epidemics.
- The Ministry of Information and Comminications will instruct mass media and news agencies
to further accurately disseminate the Party’s guidelines, State’s policies, socio-economic
performance, and the Government’s instructions in order to achieve broad
consensus in realizing socio-economic development targets.
- Ministries, sectors and localities will promptly review their plans and
projects, focusing on those which directly relate to the fulfillment of socio-economic
development goals in 2010; prepare and present the remaining items in the
Working program 2010; make reports on the implementation of goals, tasks and
solutions in 2010 and set up new ones for 2011.
- Ministries and ministerial-level agencies will supervise, speed up and
finalize the process of drafting legal documents which specifically stipulate
the enforcement of vaild laws and ordinances, submit these documents to the PM
for consideration and issuance in Q4, 2010; positively carry out resolutions which
will be adopted at the upcoming eighth session of the 12th National Assembly,
particularly the Resolutions on socio-economic development plan and on State budget
estimate for 2011.
The MPI will work with relevant ministries, sectors and localities to make the
Government’s draft resolution on measures to direct and regulate the
implemenation of socio-economic development plan and state budget estimate for
2011 and submit it to the Government at the Meeting between the Government and
local leaders.
- Government members who were assigned to do careful, sufficient and consistent
answers for inquiries at the the eighth session of the 12th National Assembly
will have to supplement and make clear to concerned questions of deputies and
voters, especially about the Việt Nam Shipbuilding Industry Group (Vinashin), bauxite projects in the Central Highlands; inflation
curbing, price control of consumer goods like medicines, milk, and essential
goods; power shortage and solutions; investment in agriculture and rural areas,
the implementation of the Party's Resolution on agriculture,
peasants and rural development; flooding and the settlement of its aftermaths,
and key orientations in response to climate change and sea level rise.
- Regarding Vinashin, the Government asks relevant members to review and punish
related organizations and individuals in a transprent and open manner and in
line with the regulations of the Party and the State’s laws before the 14th Plenum
of the 10th Central Committee of the Communist Party of Việt Nam.
- Ministries, sectors and localities will have to ensure social order and
transport safety during NA meetings, Party congresses at all levels, the 11th
Party Congress, and other big events in the coming time; continue administrative procedures
reforms in order to fulfill the 3rd stage of Project 30.
The Ministry of Public Security will direct localities to prevent and
combat all types of crimes.
The Government Inspectorate will collaborate with the National Steering
Committee for Anti-corruption to supervise and speed up anti-corruption,
anti-prodigality, and effectively settle complaints and accusations of people
and enterprises.
2. The Government listened and gave comments to a draft strategy on loans
and debt payment for the period of 2010-2020 and a vision towards 2030-2050
presented by the Minster of Finance.
The Government requested Cabinet
members to give ideas on the strategy; assigned the MoF to work with the MPI
and other relevant agencies to collect opinions of Cabinet members in order to
finalize the document and submit it to the PM before reporting to the Political
Bureau and the NA Standing Committee.
3. The Government gave comments to the Draft Ordinance on the merger of
legal documents which was delivered by the Minister of Justice. The Minister-Chairman of the Office
of Government reported on opinions of the Cabinet’s members about the Ordinance.
The Mister of Justice was assigned to work with the Office of Government to
collect comments of Cabinet members to complete the Ordinance. On behalf of the
PM, the Minister of Justice will deliver the Ordiance to the NA Standing
Committee./.
