RESOLUTION

THE GOVERNMENT’S REGULAR MEETING – MAY 2017

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting in May 2017, held on June 3rd, 2017,

RESOLVES:

1. Regarding the socio-economic situation in May and the first 5 months of 2017, the implementation of the Government's Resolution No. 01/NQ-CP on the major tasks and solutions to guiding the implementation of the socio-economic development plan and the State budget plan for 2017

The Government unanimously agrees that: The socio-economic situation in May observed positive changes compared to the first four months of the year with continued stable macro-economy, gradual decrease of consumer price index, tamed inflation, sustained pace of credit growth, stock market starting o flourish, relatively stable agricultural production. Industrial production, especially the processing and manufacturing sectors, maintained the growth momentum. Service sector continued growth. The number of international tourists to Viet Nam continued to increase over the same period. Exports increased sharply. Foreign direct investment (FDI) and disbursement of official development assistance (ODA) and preferential loans increased. Relatively good state budget revenue was achieved. Business environment and competitiveness of businesses continued to improve. Due attention was paid to the reform of administrative procedures, especially the acceleration of information technology application in taxation. Business development achieved many positive results. Social welfare policies, preferential policies for people with meritorious services and policy beneficiaries also received full attention. Political security, social order and safety were guaranteed. Foreign affairs recorded many important marks.

However, there remained a number of socio-economic challenges. The complexity of weather conditions and disease risks posed potential impacts on agricultural production. Pig husbandry faced difficulties. Recent sharp plunge in pork price has caused losses for numerous producers. Industrial production index recorded minimal increase over the same period last year. Industrial production index of mining industry continued to fall. That of manufacturing industry increased slowly. Disbursement of development investment funds was slower than required. Trade deficit remained high. Social order and safety, traffic accidents in some areas observed complicated developments.

The Government requests ministries, ministerial-level agencies, Governmental bodies, the People's Committees of provinces and centrally-run cities, corporations and groups to fully comply with Directive No. 24/CT-TTg dated June 02, 2017 of the Prime Minister on the major tasks and solutions to promote the growth of industries and sectors in order to achieve the 2017 economic growth targets, considering this as a task of every ministry, agency, locality and business community. At the same time, inferior levels are requested to continue to effectively carry out the tasks on maintaining macroeconomic stability, inflation control, economic restructuring, ensuring the equitization, divestment and restructuring of State-owned enterprises, focusing on removing difficulties and problems, especially in terms of institutional and administrative procedures, which may obstruct production and business activities, to create favourable conditions for development. All in all, attention should be given to the implementation of the following tasks and solutions:

- Ministries, agencies and localities shall concentrate on implementing Resolutions of the 5th plenum of the 12th Party Central Committee on: 1) Improving the socialist-oriented market economy; (2) Continuing to restructure, renovate and improve the efficiency of State-owned enterprises; (3) Developing the private sector to make it an important driving force of the socialist-oriented market economy. Promptly submit plans for sectoral and domain restructuring for approval and implementation in order to speed up the economic restructuring process, further promote the spirit and results of the 2nd Conference of the Prime Minister with enterprises, focus on implementing the Prime Minister's Directive No. 26/CT-TTg dated June 6, 2016 to continue the effective implementation of the Resolution No. 35/NQ-CP dated May 16, 2016.

- Each minister, head of ministerial-level agency shall uphold their personal responsibility, actively take drastic actions to ensure the fulfilment of the set growth targets assigned to their sectors and domains. They shall be in charge of and be accountable to the Government and the Prime Minister for failing to fulfil the assigned quotas. Before the 20th day of each month, reports on performing assigned tasks shall be made to the Prime Minister and concurrently to the Ministry of Planning and Investment for synthesis and reporting to the Government at its monthly meeting.

- The State Bank of Viet Nam shall work closely with the Ministry of Planning and Investment, the Ministry of Finance and the Ministry of Industry and Trade to manage monetary, fiscal, investment and trade policies and maintain macro-economic stability, control inflation, creating the foundation for sustainable growth. The State Bank of Viet Nam shall strive for credit growth in 2017 in excess of the 18% target. The State Bank of Viet Nam shall review, adjust and extend the credit limit for medium and long term loans of credit institutions, study and find appropriate solutions to mobilize gold and foreign currencies in order to serve investment and socio-economic development, consider and propose consumer and housing credit policies, and report to the Prime Minister in July 2017.

- The Ministry of Planning and Investment shall coordinate with the ministries managing production sectors in reviewing the deployment of growth targets of each sector or domain on a monthly basis. The General Statistics Office is assigned to report to the Prime Minister on the implementation results of a number of major indicators reflecting production and business results of a number of key sectors and domains on the 25th of each month. The Ministry of Planning and Investment shall preside and coordinate with the Ministry of Finance and concerned, ministries and agencies in urgently allocating and disbursing public investment plan in 2017; closely monitor the disbursement of public investment in 2017; set up delegations to inspect, accelerate agencies and remove obstacles to speed up the disbursement of development investment capital sources, especially public investment capital, ODA capital, foreign investment capital and private capital. The Ministry shall review and allocate budget to implement credit programs and policies as stipulated in Decree 55/2015/ND-CP, Decree 67/2014/ND-CP, Resolution 30a/2008/NQ-CP of the Government, urgently coordinate with Ministries, sectors and localities to submit to the Prime Minister the allocation plan in 2017 of the remaining Government Bonds in June 2017. The Ministry shall review and transfer ODA funds from overdue projects to projects that could be implemented and having capital transferred from ministries slow in disbursement to ministries and sectors with higher capital needs, having ability to disburse funds. This shall help ensure disbursement progress and report to the Prime Minister. The Ministry shall develop and submit to the Government an action program to implement the Resolution of the 5th Plenum of the 12th Party Central Committee to improve the socialist-oriented market economy mechanism and develop private economy in June 2017; monitor the implementation of mechanisms, policies and laws on investment, business and enterprise development, and promptly propose solutions to remove challenges.

- The Ministry of Finance shall tighten discipline and order in state financial - budgetary management and administration, strengthen management and combat against tax losses, especially for individual business households; closely monitor, accelerate and inspect the implementation of the State budget revenue and expenditure plan for 2017. The Ministry shall expeditiously develop and submit to the Government an action program of to implement the Government's Resolution No. 12-NQ/TW dated June 03, 2017 of the 5th Plenum of the 12th Party Central Committee on continuing the restructuring, renewal and improvement of state-owned enterprises in June 2017. The Ministry shall lead and coordinate with ministries, related agencies to identify solutions to remove difficulties for businesses on issues related to taxes and fees, preside and coordinate with the concerned ministries and agencies in managing prices of essential commodities and services according to an appropriate roadmap, ensuring to maintain inflation under control.

- The Ministry of Agriculture and Rural Development shall step up the restructuring of the agricultural sector in line with the consumption market, encourage the development of high-tech agriculture, promote value chain linkages, coordinate with the Ministry of Industry and Trade to have early evaluation, forecast and warning of market demand for hi-tech agricultural products, and step up the search for consumption markets, have a comprehensive and long-term solution on production structure suitable to the consumption market, promote deep processing, and enhance added value and competitiveness of agricultural products. The Ministry shall closely monitor the weather, rainfall levels, and water volumes of rivers, streams and reservoirs and take initiative in the plan for natural disaster prevention and combat to serve production development. The Ministry shall proactively implement measures to prevent diseases on animals and plants and strengthen strict control of the use of banned substances in agricultural production.

- The Ministry of Industry and Trade shall intensify the inspection and supervision of the operation of the hydroelectric reservoirs and ensure the safety of the people in downstream areas and the safety of works to supply enough electricity for production and daily life, especially during the summer. The Ministry shall preside and coordinate with the Ministry of Finance and concerned ministries and agencies in proposing specific plans to remove difficulties in consumption and export of all kinds of minerals that hasn’t been exploited, and report to the Prime Minister in June 2017.

- The Ministry of Transport shall direct to speed up the implementation of key transport projects, especially the Long Thanh airport project and the Tan Son Nhat airport expansion project, promptly complete requirements and conditions so that the National Assembly could review and approve the investment policy of the North-South expressway project. The Ministry shall study and develop appropriate mechanisms for transport infrastructure investment, ensuring effective connection between areas, regions and localities. The Ministry shall preside and coordinate with the Ministry of Finance in continuing the review and identify solutions to reduce fees and charges at a number of Build-Operation-Transfer (BOT) charging stations on the principle of harmonization of interests between the State, investors and users.

- The Ministry of Construction shall closely monitor developments in the real estate market and have solutions to strengthen the state management and ensure a healthy and stable market. The Ministry shall report to the Government on the situation and solutions to overcome the scarcity of construction sand in some localities, and have solutions to produce materials substituting natural sand to limit the exploitation of river sand.

- The Ministry of Natural Resources and Environment shall continue reviewing, inspecting and promptly handling cases violating environmental legislation, preside and coordinate with the Ministry of Transport, the Ministry of Public Security and the People's Committees of provinces and centrally-run cities in organizing a national conference on strengthening the control over river sand and gravel exploitation, review and evaluate mechanisms, policies and legal provisions to develop and submit to the Government a draft Decree on the control over river sand and gravel exploitation. The Ministry shall expeditiously provide guidance on the grant of property ownership certificates on agricultural land in service of hi-tech production such as greenhouses, net houses, etc. to create favorable conditions for enterprises to carry out registration procedures for secured and mortgage transactions for loans at banks.

- Deputy Prime Minister Truong Hoa Binh shall direct the strict implementation of the suspension of permit granting to socialization projects exploiting salted sand and the fight against "illegal sand mining", and prevention against smuggling and trade frauds.

- The Ministry of Culture, Sports and Tourism shall strengthen the state management of tourism, promote tourism promotion, and enhance the quality of services at tourist business establishments and tourist sites. While at the same time, the Ministry shall actively propose solutions to attract international tourists to Viet Nam.

- The Ministry of Labor, Invalids and Social Affairs shall coordinate with localities to implement social welfare policies, especially the implementation of Directive No. 21/CT-TTg dated May 22, 2017 of the Prime Minister to continue to strengthen the caring for people with meritorious services to the revolution, in celebration the 70th anniversary of Martyrs’ Day (July 27, 1947 - July 27, 2017), prepare conditions for the solemn, meaningful and economical organization of events commemorating the 70th anniversary of Martyrs’ Day, and co-ordinate with the Ministry of Education and Training to implement the vocational education enrollment in 2017-2018.

- The Ministry of Education and Training shall preside and coordinate with ministries, sectors and localities in implementing the Prime Minister's Directive No. 10/CT-TTg on fortifying the administration of the National High School Graduation Examination and the University and College Enrollment for the 2017 - 2018 school year, and strengthen coordination with local authorities to implement practical measures to prevent drowning in young children in the summer 2017.

- The Ministry of Health, the Ministry of Home Affairs, the Ministry of Planning and Investment shall expeditiously complete proposals to be submitted to the 6th Plenum of the 12th Party Central Committee as planned with quality ensured.

- The Ministry of Public Security shall coordinate with ministries, agencies and localities to ensure political security, social order and safety; deploy preventive measures, ensure cyber security, prevent cyber attacks. The Ministry shall concentrate on preventing and dealing with smuggling and trade frauds, acts violating the environmental law, illegal exploitation of mineral resources, river sand and gravel, implement effective fire prevention solutions, and preside and coordinate with the Ministry of Health in investigating and clarifying medical incidents at Hoa Binh General Hospital and strictly handle them as stipulated by law.

- Centrally-run cities, led by Ha Noi and Ho Chi Minh City, shall determine to restore the pavement order, avoiding re-occurrence of pavement encroachments, and direct the conversion of individual business households into enterprises.

- Ministers and Heads of ministerial-level agencies shall direct the drastically implementation of the Resolution of the 4th Plenum of the 12th Party Central Committee; strictly abide by legislation on the prevention and fight against corruption and wastefulness, strictly handle cases of harassment, negative bureaucracy, determine not to let group interest arise, continue stepping up administrative reforms, focus on building a lean and professional state administrative apparatus, and strictly implement Directive No. 02/CT-TTg dated January 02, 2017 fostering the implementation of the staff downsizing policy.

- The Ministry of Foreign Affairs shall preside and coordinate with the concerned ministries and sectors in strictly implementing agreements and commitments of leaders of the Party and the Government in working visits abroad. The APEC 2017 National Committee shall prepare well for the organization of events of APEC 2017.

- The Ministry of Information and Communications shall preside and coordinate with ministries, sectors and localities in directing the further communication and dissemination of the importance of economic growth targets to create a high consensus in the society, stimulate confidence and motivation in production and business activities, and determination to accompany with the Government to achieve the 2017 growth targets. At the same time, the Ministry shall have solutions to promptly prevent and strictly handle false communication of information, not in line with the Party's and State's directions and policies. The Ministry shall take initiative to coordinate and guide relevant Ministries and agencies to promptly alert, prevent and handle information security incidents and ensure information network safety.

- The Cabinet members questioned by the National Assembly shall carefully prepare the contents of the replies to the National Assembly. Other members of the Government shall actively monitor issues raised by voters and the National Assembly, and take initiative to prepare and contribute to providing answers to the questions raised by the National Assembly deputies.

2. Regarding the draft Resolution of the Government on major tasks and solutions to speed up the implementation and disbursement of the public investment plan in 2017

Cabinet members shall urgently provide comments on the draft Resolution of the Government on the major tasks and solutions to accelerate the implementation and disbursement of the public investment plan in 2017 attached to the Report No. 4459/TTr-BKHDT dated June 2, 2017 of the Ministry of Planning and Investment submitted to the Government's regular meeting in May and send their comments to the Ministry of Planning and Investment before June 12, 2017.

The Ministry of Planning and Investment is assigned to preside and coordinate with the Ministry of Finance and the Government Office in reviewing and accepting opinions of Cabinet members, finalizing the draft Resolution and submitting it to the Prime Minister before the 15th June 2017.

3. Regarding the detailed medium-term public investment plan in the 2016-2020 period (phase 2)

The Government agrees that:

- For central budget capital (domestic capital) allocated to national target programs: The Prime Minister shall allocate the total capital to provinces. Chairmen of the People's Committees of provinces and centrally-run cities are assigned to submit to the People's Councils of the same level to decide the detail distribution plan for specific tasks of the national target program in strict compliance with Resolutions of the National Assembly and Decisions of the Prime Minister.

- For domestic capital arranged to cover interest rate difference and management fee for the Viet nam Bank for Social Policies, the Ministry of Planning and Investment shall preside and coordinate with the Ministry of Finance and the Viet Nam Bank for Social Policies to report to the Prime Minister on adjustments to the structure between the amount to cover interest rate difference and management fee and charter capital in the investment plan for the 2016-2020 period of the Viet Nam Bank for Social Policies which has been approved by the National Assemby Standing Committee.

- Regarding the plan for formulation and evaluation of feasibility study reports of Target Programs for the 2016-2020 period:

Ministries, as the program owners, are requested to promptly complete feasibility study reports in line with the objectives and tasks approved by the Government in the Government's Resolution No. 73/NQ-CP approving investment policy of Target Programs for the 2016 – 2020 period. During the implementation of the medium-term public investment plan, the Ministry of Planning and Investment shall preside and coordinate with the Ministry of Finance in reporting to the Government to mobilize additional capital for Target Programs from increase in state budget revenues, savings (if any) and other legal sources.

The Ministry of Planning and Investment shall expeditiously appraise and submit Target Programs to the Prime Minister for approval, ensuring enough time for ministries, agencies and localities to complete the prescribed procedures. For capital assigned to ministries, sectors and localities for program implementation, appraisal must be based on program objectives and contents which have been synthesized and reported by the leading ministries to the National Assembly and the Government for approval.

- For capital allocated for the implementation of the Program to support the construction of social houses for people with meritorious services to the revolution and supplemented to the Viet Nam Bank for Social Policies for the implementation of policies supporting the construction of social houses, the Ministry of Construction shall preside and coordinate with the Ministry of Planning and Investment, the Ministry of Labor, Invalids and Social Affairs and the concerned ministries and agencies in reviewing in detail the housing support demand for people with meritorious services in the 2016-2020 period. This shall be submitted to the Ministry of Planning and Investment before June 20, 2017 for synthesis and submission to the Prime Minister to allocate additional budget to localities for the performance of this task.

- Regarding budget allocated to the National Target Program for Sustainable Poverty Reduction, which have not been allocated yet, the Ministry of Labor, Invalids and Social Affairs is assigned to coordinate with the concerned ministries and agencies to expeditiously submit to the Prime Minister for approval of the list of additional poor districts until 2020 before June 20, 2017.

The Ministry of Planning and Investment shall be accountable to the Government and the Prime Minister for the accuracy of information, data and capital allocated to each project on the list of projects in the medium-term public investment plan (phase 2); preside and coordinate with the Government Office in promptly receiving the Government's comments, completing the list enclosed with the draft Decision of the Prime Minister and submitting them to the Prime Minister for approval of the medium-term public investment plan (phase 2) as regulated by the law. The Ministry of Planning and Investment is requested to review, study in detail, and provide recommendations to the Government to delegate ministries, agencies and localities to settle specific issues and facilitate the implementation of the Law on Public Investment and other guiding documents, streamline administrative procedures, prevent administrative procedures from creating delays in the disbursement of public investment.

4. Regarding the Report on solutions to remove difficulties in production and business of a number of industries

The Government agreed with the solutions to remove difficulties in production and business of a number of industries to achieve the industry growth targets of 2017 recommended in the Report of the Ministry of Industry and Trade. The Minister of Industry and Trade shall be responsible to the Government and the Prime Minister for the implementation results of the growth targets approved by the Government.

With regard to the recommendations stated in the Report, the Ministry of Industry and Trade shall take initiative in coordinating with the concerned ministries and sectors to review and address difficulties according to their competence and/or report or propose competent authorities to settle them.

Relevant ministries and agencies shall, according to their respective functions and tasks, be assigned to coordinate closely with the Ministry of Industry and Trade in organizing the implementation of tasks and solutions to timely remove difficulties and obstacles related to administrative procedures, taxes, fees, market, etc. to facilitate the development of enterprises. At the same time, relevant ministries and agencies shall direct corporations, groups and enterprises, especially corporations and groups in important economic sectors to enable the exploitation of resources, enhance production and business efficiency, contributing to economic growth.

Deputy Prime Ministers shall, according to their assigned domains, give specific guidance and accelerate ministries, agencies, corporations, groups and concerned units to drastically perform their tasks and solutions so as to achieve the growth targets of each industry, each sector, and to achieve the overall growth target of 6.7% for 2017.

5. Regarding the draft Law amending and supplementing a number of articles of the Law on Overseas-based Representative Missions of the Socialist Republic of Viet Nam

The Ministry of Foreign Affairs shall preside and coordinate with the Ministry of Justice, the Government Office, the Ministry of Industry and Trade and the Ministry of Home Affairs as well as other concerned ministries and agencies in receiving comments from the Government and complete the bill. The Government is assigned to stipulate the specific age range for the appointment of ambassadors extraordinary and plenipotentiary in special cases. Regular operation expenses shall be separated from specialized professional expenses for business section at diplomatic missions so as to ensure the proactivity and flexibility in professional operations. The Ministry of Foreign Affairs is assigned to elaborate a general scheme on organizational apparatus and criteria for membership of the diplomatic missions, then submit them to the Prime Minister for approval, thereof the Ministry of Foreign Affairs shall provide detailed regulations.

The Minister of Foreign Affairs shall be authorized by the Prime Minister to represent Government to submit the draft Law to the National Assembly.

6. Regarding the pilot price stabilization for the services of loading and unloading containers at Cai Mep - Thi Vai seaport in Ba Ria - Vung Tau province

Government agrees that:

The deadline for the pilot price stabilization for the services of loading and unloading containers at Cai Mep - Thi Vai seaport in Ba Ria - Vung Tau province through the minimum pricing method shall be June 30th 2017. The Minister of Finance is assigned, on behalf of the Government, to report to the National Assembly Standing Committee on the results of the pilot price stabilization for the services of loading and unloading containers at Cai Mep - Thi Vai seaport in Ba Ria - Vung Tau province through the minimum pricing method in the 2013 – 2017 period.

As of July 1, 2017, the management of the services of loading and unloading containers at Cai Mep - Thi Vai seaport in Ba Ria - Vung Tau province shall comply with the Viet Nam Maritime Code and other relevant legal documents.

In order to manage container loading and unloading rates, the Government assigns:

- The Ministry of Transport shall preside and coordinate with the Ministry of Finance in guiding, inspecting and supervising the service charge rates at the seaport according to provisions of the Viet Nam Maritime Code and other relevant legal documents. The Ministry of Transport shall instruct seaport enterprises to declare their prices and publicize price information, receive declaration of service charges at seaports according to their competence defined in the Law on Price and guiding documents; study and perfect the maritime legal system so as to create favorable conditions for Viet Nam's seaports to develop and be able to compete with regional ports; study, evaluate and propose the Government to amend and supplement regulations on management of service charges at seaports.

- The Ministry of Finance shall preside and coordinate with the Ministry of Transport and other relevant ministries and agencies in studying and proposing to the Government amendments to the Decree No. 177/2013/ND-CP dated November 14, 2013 of the Government guiding the implementation of a number of articles of the Law on Price and Decree No. 149/2016/ND-CP dated November 11, 2016 amending a number of articles of Decree No. 177/2013/ND-CP.

- The Ministry of Industry and Trade shall study and handle negative acts of competition and commercial activities related to seaport services in strict compliance with provisions of the Competition Law and the Commercial Law.

- The People's Committees of provinces and centrally-run cities shall manage provision of services at their local seaports according to the Law on Price, the Viet Nam Maritime Code and other guiding documents, and implement solutions to synchronously develop the infrastructure system connected to seaports.

- The Viet Nam Seaport Association shall mobilize its members to strictly implement legislation on seaport service charges stipulated in the Law on Price, the Viet Nam Maritime Code and other relevant guiding documents, and synthesize opinions of its members so as to propose to the State agencies seaport-related policies.

7. Regarding unilateral visa exemption for citizens of some countries

The Government unanimously agrees to extend visa exemption for one year from July 1, 2017 to June 30, 2018 for citizens of the United Kingdom, France, Germany, Spain and Italy entering Viet Nam with a temporary residence permit in Viet Nam within 15 days from the date of entry, irrespective of type of passport and entry purpose provided that all of the conditions stipulated by the legislation of Viet Nam is satisfied.

8. Regarding the renovation of the school-level tuition fees

To ensure that all children within the school age group could access to education, limit drop-outs and increase the rate of children going to school in areas with particularly difficult socio-economic conditions, the Government agrees to implement the tuition fee exemption policy on preschool education for 05-year-old children in areas with extremely difficult socio-economic conditions from 2018.

The Ministry of Education and Training is assigned to preside and coordinate with the concerned ministries and agencies in formulating and submitting to the Government for promulgation of a Decree amending and supplementing Decree No. 86/2015/ND-CP dated October 2, 2015 to implement the policy.

9. Regarding the policy to promote education and vocational training in the Mekong River Delta; to develop education and vocational training in the Central Highlands provinces and mountainous districts adjacent to the Central Highlands provinces

The Government agrees to continue implementing the policies stipulated in the Prime Minister's Decision No. 1033/QD-TTg dated November 30, 2011 to promote education and vocational training in the Mekong River Delta and Decision No. 1951/QD-TTg dated November 02, 2011 of the Prime Minister to promote education and vocational training in the Central Highlands provinces and mountainous districts adjacent to the Central Highlands provinces until December 31, 2020.

The Ministry of Education and Training is assigned to preside and coordinate with the Ministry of Labor, Invalids and Social Affairs and other concerned ministries and agencies in studying and proposing specific policies on education and vocational training development for the Southwest, Central Highlands and Northwest provinces in line with national and sectoral policies.

10. Regarding the report on the performance of the tasks assigned by the Government and the Prime Minister and inspection results of the Working Group in May 2017.

The Government highly appreciates the efforts of ministries, agencies and localities in implementing the tasks assigned by the Government and the Prime Minister, especially the task on institutional development and improvement. The Government agrees with the recommendations of the Working Group and requests ministries, agencies and localities to seriously implement the recommendations of the Working Group, regularly update, accelerate and inspect the deployment of assigned tasks, actively renovate working methods, and speed up the handling of work.

The Working Group is assigned to finalize and issue a report on the performance of tasks assigned by the Government and the Prime Minister and inspection results in May 2017; continue examining and accelerating the implementation of tasks on institutional development, business environment and competitiveness improvement, especially the tasks serving growth targets.

Ministers and heads of agencies should review and evaluate the performance of their tasks, especially tasks and works which are questioned by the National Assembly, without causing delays in the issuance of documents detailing laws and ordinances.

The Government Office is assigned to review, amend and supplement to Decision No. 42/2014/QD-TTg dated July 27, 2014 of the Prime Minister according to the simplified order and procedures./.
