THE GOVERNMENT’S REGULAR MEETING – MAY 2017

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015;

Pursuant to the Government’s Decree No. 08/2012/ND-CP dated February 16, 2012 promulgating the working regulation of the Government;

Based on the discussion of the Cabinet’s members and the conclusion of the Prime Minister at the Government’s regular meeting in June 2017, held on July 3rd and 4th, 2017,

RESOLVES:

1. Regarding the socio-economic situation in June and the first six months of 2017, the implementation of the Government's Resolution No. 01/NQ-CP on the major tasks and solutions guiding the implementation of the socio-economic development plan and the State budget plan for 2017

The Government unanimously agrees that: Thanks to active involvement of the whole political system, business community and people, the socio-economic situation in the first 6 months of the year has seen positive changes. The economy expanded 5.73% in the first six months and 6.17% in the second quarter compared to 5.15% in the first quarter. Macroeconomic situation remained stable. Inflation was kept under control. Prices remained stable. Credit growth was higher than that of the same period in the last few years. Foreign exchange reserves increased. The stock market recorded its highest growth in the last nine years. Exports rose sharply. Agricultural production maintained recovery momentum. Manufacturing, processing and construction industries observed decent growth. The service sector posted record growth rate since 2012. Inbound tourist numbers increased by over 30%. Total investment of the whole society rose. Foreign direct investment inflows surged. Over 61,000 new enterprises were established. The business and investment environment has been improved. Health care, education and training, science and technology, job generation, social security, culture, physical training and sports, information and communication received due attention. Political security, social order and safety were guaranteed. Foreign affairs and international integration gained many important achievements and milestones.

However, there remain numerous hurdles and limitations. Allocation and disbursement of public investment remain slow. Industrial production slightly increased with sharp shrinkage of mining sector. Equitization and divestment of state assets failed to meet the set targets. Environmental pollution, deforestation, illegal exploitation of minerals, gravel and sand remain rampant. Traffic accidents and serious fire breakouts occurred. Issues related to social safety and order observe complicating developments in some areas.

The heavy tasks set out for the last six months require great determination of the whole political system, the business community and the people. The Government asks ministries, sectors and localities to be more active and flexible in administration, striving to realize this year’s targets, especially the growth goals set out for each sector, each region, each locality, considering this as the central political task and the responsibility of the leaders.

In the second half, they need to focus on the following:

- Strictly comply with the vision and orientations of the Resolutions adopted at the 5th plenum of the 12th Party Central Committee on improving institutions of the socialist-oriented market economy; continue to restructure, renovate and improve the efficiency of state-owned enterprises; develop private sector as an important driving force in the socialist-oriented market economy. The Ministry of Planning and Investment and the Ministry of Finance shall expeditiously finalize and submit to the Government action programs to implement the Resolutions of the 5th plenum of the 12th Party Central Committee as stated in Resolution No. 46/NQ-CP on June 9, 2017.

- Focus on removing difficulties and obstacles in production and business activities. Continue to effectively deploy Resolution No. 19-2017/NQ-CP and Resolution No. 35 NQ/CP of the Government. Accelerate simplification of administrative procedures to create real changes from the central to grassroots levels to better serve people and enterprises in a faster pace and more friendly manner. Strengthen collection of comments and dialogue with people and businesses, continue effective replies to recommendations of citizens and enterprises via the Government Portal.

- Sturdily delegate authority to local authorities in order to promote their activeness and creativity. Strengthen administrative discipline and order. Rectify and strictly handle acts of harassment and corruption of civil servants and other public employees.

- Ensure the harmony between speed and quality of growth. Focus on addressing bottlenecks, especially administrative procedures, disbursement of public investment and credit loans, and site clearance. Actively exploit potentials, strengths and growth momentum in each sector, each domain and each locality. Promote regional connectivity, especially the role of Ha Noi capital and the Northern Delta, Ho Chi Minh City and the Mekong Delta, key economic zones, industrial parks, economic zones and large central cities to contribute to economic growth. Attract social resources for development investment, promote public-private-partnership (PPP) model. Mobilize and utilize effectively public and private resources. Promote equitization and divestment of state assets as planned.

- Improve the quality of institutional development, considering this a priority task of each ministry and agency. Ministers and Heads of ministerial-level agencies shall concentrate on implementing the program on elaboration of laws and ordinances, urgently develop and finalize regulations detailing and guiding the implementation with progress and quality ensured while streamlining administrative procedures, creating the most favorable conditions for people and business activities. The Ministry of Justice shall coordinate with the Government Office in supervising the implementation of the program on elaboration of laws and ordinances and the development of documents detailing and guiding the implementation of laws and regulations thereof.

- The State Bank of Viet Nam shall promptly elaborate specific guiding documents and plans for the implementation of the National Assembly's Resolution on pilot settlement of bad debts at credit institutions, finalize and submit for approval the Scheme on credit institution system restructuring associated with bad debt settlement in the 2016-2020 period. At the same time, draw up the sector’s specific action plan and provide guidance for credit institutions to formulate their restructuring plans in association with bad debt settlement in the 2016-2020 period. The State Bank of Viet Nam shall intensify the control and prevention of cross-ownership and manipulation of credit institutions, promptly and strictly handle violation acts of organizations and individuals; have solutions to reduce interest rates for investment for production and business development, especially for priority areas, and report to the Prime Minister on appropriate solutions to mobilize gold and foreign currency resources from the society for socio-economic development, and ensure security and safety of the system.

- The Ministry of Planning and Investment shall promptly formulate and submit to the Government draft Decrees detailing and guiding the implementation of the Law on Support for Small- and Medium-sized Enterprises, lead and coordinate with the Viet Nam Chamber of Commerce and Industry in studying and proposing mechanisms and policies to promote the sustainable development of the private sector and report them to the Prime Minister in the third quarter of 2017. The Ministry shall develop plans and measures to attract private investment for development and report to the Prime Minister in August 2017, urgently submit to the Government recommendations on the amendment and supplementation of Decree No. 15/2015/ND-CP on Public Private Partnership (PPP) and Decree 30/2015/ND-CP detailing the implementation of a number of articles of the Law on Public Procurement regarding the selection of investors.

- The Ministry of Finance shall tighten financial and budgetary disciplines, strictly deploy savings and anti-waste measures, closely monitor, accelerate and inspect the implementation of the State budget revenue and expenditure estimates for 2017, restructure the State budget, settle public debts in the spirit of the Resolution of the Political Bureau, prevent tax losses, especially tax losses from individual business households, review and amend regulations on tax administration and customs in the direction of encouraging integration of information to reduce time and expenses for enterprises, urgently develop and finalize the Law amending and supplementing tax laws and report to the Government for submission to the 14th National Assembly at its 4th session. The Ministry shall lead and coordinate with the concerned ministries and agencies in reviewing charges and fees to cut costs for enterprises, especially freight charges and fees, promote the strong development of the stock market, put the derivative stock market into early operation, lead and coordinate with the Ministry of Public Security and the Ministry of Justice in guiding the use of expenses or the collection of traffic ticket fines so as to delegate the use of these expense to localities and report to the Prime Minister.

- The Ministry of Industry and Trade shall concentrate on developing domestic market solutions, promote domestic consumption, closely monitor the import situation, and formulate technical barriers in line with international commitments to control imports and protect domestic production.

- The Ministry of Agriculture and Rural Development shall promote agricultural restructuring and accelerate the development of hi-tech agriculture in line with market demand, continue measures to remove difficulties for the livestock sector, especially the consumption of pork and poultry, closely monitor the weather and proactively prevent and control natural disasters, and coordinate with the Ministry of Natural Resources and Environment in implementing synchronously solutions to mitigate landslide and soil erosion in the Mekong Delta.

- Ministries, sectors, and localities, especially the Ministry of Transport, the Ministry of Industry and Trade, and the Ministry of Agriculture and Rural Development shall concentrate their efforts on speeding up the implementation and disbursement of projects and works within sectors and areas under their authority and promptly complete the procedures to promote the construction of new works and projects.

- The Ministry of Culture, Sports and Tourism shall strengthen promotion and regional integration activities to enhance the quality of tourism services, strive to attract around 13-15 million international tourists in 2017, review festivals, strengthen management, and rectify traditional festival comprising violent activities, and ensure the safety of life for the people.

- The Ministry of Science and Technology shall urgently develop a Decree guiding the (revised) Law on Technology Transfer to create favorable conditions for organizations and individuals engaging in technology transfer activities, develop a science and technology market, and raise the technology level and potential of the country. The Ministry shall coordinate with other ministries, sectors and localities to implement solutions to strengthen the capacity to approach the 4th Industrial Revolution, cooperate with research institutes and universities to promote technology research, development, and innovation activities associated with the development of private enterprises.

- The Ministry of Construction shall lead and coordinate with relevant ministries, sectors and localities in implementing Directive No.03/CT-TTg dated January 25, 2017 in order to promote the development of social houses and dwelling houses for industrial workers and low-income people in urban areas.

- The Ministry of Labor, War Invalids and Social Affairs shall lead and coordinate with localities in the continued implementation of social welfare policies, especially regimes and policies for people with meritorious services to the revolution, handle pending documents, prepare for the thoughtful, formal, meaningful celebration of the 70th anniversary of War Invalids’ and Martyrs’ Day, intensify the inspection, supervision and strictly handling of acts of domestic violence and child sexual abuse, and coordinate the deployment of measures to prevent child drowning.

- The Ministry of National Defense shall lead and coordinate with the Ministry of Labor, War Invalids and Social Affairs and the Ministry of the Home Affairs in reviewing and proposing forms of commendation, recognition of meritorious deeds and good deeds of organizations and individuals that are attributed to the search and gathering of martyrs' remains on the occasion of the 70th anniversary of the War Invalids’ and Martyrs’ Day.

- The Ministry of Health shall strengthen the prevention of seasonal outbreaks, especially dengue fever, coordinate with the Ministry of Public Security in directing to enhance security and safety of hospitals, rectify and strictly handle cases of errors causing unsafe conditions for medical practitioners at the hospital, reorganize, eliminate errors and weaknesses in investment in medical equipment and medical examination and treatment. The Ministry shall coordinate with the Viet Nam Social Insurance in intensifying the application of information technology in examination and treatment of medical insurance, resolutely handle abuse and/or profiteering acts in medical examination and treatment through medical insurance, strictly control and handle violations of food hygiene and safety, publicly announce the safety levels of seafloor seafood of four central provinces in August 2017.

- The Ministry of Education and Training shall lead and coordinate with the Ministry of Labor, War Invalids and Social Affairs and localities in organizing the high school graduation and college entrance examination, speed up, enhance quality and ensure the implementation feasibility of the Program on renewal of education programs, textbooks and curricula, promote autonomy and improve higher education quality.

- The Ministry of Natural Resources and Environment shall direct forecasting quality improvement and timely communication of weather changes in service of the prevention and fight against natural disasters and climate change, strengthen the inspection, supervision, review and adjustment of inadequacies of inter-reservoir operations, especially during flood season. The Ministry shall lead and coordinate with the Ministry of Construction in reviewing sand and gravel exploitation planning, to prevent illegal exploitation while ensuring the supply of sand and gravel for construction.

- The Ministry of Public Security shall actively implement plans to ensure the absolute security for of the 2017 APEC economic leaders’ week, implement focus attacks against the crimes, and prevent the development of “areas” with complicated social order and safety issues. The Ministry shall investigate and strictly handle illegal deforestation, exploitation of sand and gravel, and violations in the implementation of the policy on steel shell ship building under the Government's Decree No. 67/2014/ND-CP, and continue drastically and synchronously implementing measures to ensure traffic order and safety, prevent and combat against fire and explosion.

- The Ministry of Foreign Affairs shall lead and coordinate with the relevant ministries and agencies in organizing the official visit of the Party General Secretary and diplomatic activities of the Party and State leaders, continue to prepare for the successful organization of the 2017 APEC economic leaders’ week, take advantage of opportunities to attract investment, promote the image of the country, direct overseas-based Vietnamese diplomatic missions and consulates to publicize on their websites information on the pilot e-visa program for foreigners to make it more convenient for tourists.

- The Ministry of Information and Communications shall continue to strengthen the direction of information and communication, to create social consensus in the implementation of tasks and solutions on socio-economic development, promote production and business, accompany with the Government, and stay determined to achieve growth goals of the whole year 2017. The Ministry shall strengthen inspection activities, prevent malicious code attacks and information security incidents, collaborate with the Ministry of Public Security to ensure information security and fight against online false and hostile allegations, and strictly handle abuse of the social network to convey false information. Press agencies shall raise their responsibility and coordinate with the Ministry of Public Security to investigate and strictly handle acts of abusing the right to freedom of speech, infringing upon the interests of the State, legitimate rights and interests of organizations and the people.

- Ministries, agencies and localities shall focus on the effective implementation of the Resolution No. 36a/NQ-CP, especially the timely completion of specific tasks assigned to them in the Resolution, organize the provision of online services at levels 3 and 4 according to Decision No. 846/QD-TTg dated June 9, 2017 of the Prime Minister, heighten the responsibility of Heads of ministries, agencies and localities in assuring network safety of the information system, direct and organize the guidance and emergency rescue plan, and ensure safety and smooth operation of information technology systems in the sectors and areas under their authority.

- Members of the Government shall focus on implementing commitments to the National Assembly at the third session, urgently direct to overcome shortcomings and limitations in the sectors and areas under their authority, report on implementation results of their commitments to the National Assembly at the next session as prescribed.

- Ministries and agencies which have not completed the project on restructuring in the sectors and areas under their management in Resolution No. 01/NQ-CP must urgently complete the project and report to the competent authorities for approval. Ministries and agencies leading the project to be submitted to the 6th Plenum of the Party’s Central Committee shall urgently finalize the project and report to the Party’s Central Committee, ensuring the project quality and timeliness.

- Ministries and agencies shall base on their functions, tasks and competence to take initiative in settling or proposing proposals to address proposals of provinces at the Government’s regular meeting. The Government Office shall monitor and accelerate the settlement of these proposals and report them to the Prime Minister.

2. Regarding the review report on the direction and administration of the Government and the Prime Minister in the first 6 months of 2017, performance of the tasks assigned by the Government, the Prime Minister and inspection results of the Working Group in June and the first 6 months of 2017

a) On the direction and administration

The Government, the Prime Minister have constantly ensured the leadership of the Party, the supervision of the National Assembly, implemented in due course Resolutions and major endeavors of the Party’s Central Committee and the National Assembly, adhered to the Constitution, legislation and regulations, and fulfilled their functions and duties as prescribed. The Government and the Prime Minister have fully complied with the principle of collective concentration and unite, and promoted collective role in association with personal responsibility, led, directed and operated the uniform administrative apparatus, concentrating on the synchronous fulfillment of tasks in the spirit of serving the people and accompanying enterprises.

The Prime Minister and the Government members, with clear plan, specific assignment, unified action, high spirit of solidarity, teamwork, unanimity, determination, and the highest sense of responsibility, have created many concrete and practical innovations in the mode of leadership, management, direction and execution of socio-economic development tasks, addressing key issues, promoting growth, removing many problems arise.

The Government requests Ministers and Heads of Ministerial-level agencies, Heads of agencies of the Government and Presidents of the People's Committees of the provinces and cities directly under the Central Government to continue leveraging the obtained results, quickly draw up lessons to overcome limitations, uphold the sense of responsibility, drastically create changes through concrete and breakthrough actions, bringing substantial effects. Particular attention should be paid to implementation organization so that mechanisms, policies and laws come into life and bring into full play their appropriate role.

The Government proposes that the Vietnam Fatherland Front and Central bodies of mass organizations direct the communication and mobilization of members, together with the people, to unite, together bring into full play the strength of the great unity bloc, effectively accomplish socio-economic development goals.

b) Regarding the inspection results of the Working Group in June and the first 6 months of 2017

The Government acknowledges the positive changes made by Ministries, agencies and localities in implementing the tasks assigned by the Government and the Prime Minister. The Government agrees on the recommendations of the Working Group and requests Ministries, agencies and localities to strictly implement them.

The Working Group of the Prime Minister has been assigned to continue inspecting and accelerating the performance of tasks of Ministries, agencies, localities, corporations and groups in support of the realization targets on economic growth, improvement of investment and business environment. Special attention must be paid to the inspection of capital allocation, disbursement, site clearance, credit growth and administrative reform.

3. Regarding Reports on public administrative reform, inspection, settlement of complaints and denunciations, prevention of corruption, implementation of the Program to develop laws and ordinances and the progress of the development of legal documents detailing the implementation of laws and ordinances, the implementation of Resolution No. 19-2017/NQ-CP on continuing to implement the major tasks and solutions to improve the business environment and enhance the national competitiveness, the implementation of Resolution No. 35/NQ-CP on enterprise support and development, the implementation of Resolution 36a/NQ-CP on e-Government.

The Ministry of Home Affairs, the Ministry of Justice, the Ministry of Planning and Investment, the Government Inspectorate and the Government Office have been assigned to lead and coordinate with the concerned Ministries and agencies in collecting comments of the Government, complete reports and issue them according to their authority and follow up and supervise the implementation.

4. Regarding the Law on the Protection of State Secrets

The Ministry of Public Security shall lead and coordinate with the Ministry of Justice, the Government Office and concerned Ministries and agencies in collecting comments of the Government, revising and finalizing the draft Law, and report to the Prime Minister before submitting it to the National Assembly.

5. Regarding the draft (revised) Law on National Defense

The Ministry of Defense shall lead and coordinate with the Ministry of Public Security, the Ministry of Foreign Affairs, the Ministry of Justice, the Government Office and relevant ministries and agencies in collecting comments of the Government, revising and finalizing the draft Law, and report to the Prime Minister before submitting it to the National Assembly.

6. Regarding the draft Law amending and supplementing a number of articles of the Law on Judicial Records

The Ministry of Justice shall lead and coordinate with the Government Office and concerned ministries and agencies in collecting comments of the Government, revising and finalizing the draft Law, and report to the Prime Minister before submitting it to the National Assembly.

7. Regarding the list of laws that need to be amended and supplemented relating to land, construction, housing, investment, business and planning

a) Regarding the amendment and supplementation of laws related to land, construction, housing, investment, business and specialized inspection:

With the motto of innovating thinking and taking drastic actions, continuing to remove barriers to investment and business activities, the Government requests ministries and agencies to, based on the list proposed by the Ministry of Justice, continue to review and clarify the issues that need to be amended and supplemented, propose the development plan of draft laws with clear timeline, and submit to the Ministry of Justice for submission to the Government before July 30, 2017. In case of refusal to propose amendments and/or supplements to laws, ministries and/or agencies must report thereon to the Government.

Ministries and ministerial-level agencies, based on the Resolutions of the Government, especially Resolution No. 19-2017/NQ-CP and Resolution No. 35/NQ-CP, shall strictly comply with the spirit of the Government to create the most favorable conditions for investment and business activities, promptly review and propose investment and business conditions that should be eliminated and/or eradicated in the current legal documents under their management authority. The Ministry of Planning and Investment shall synthesize these proposals and report to the Prime Minister in the third quarter of 2017.

The Ministry of Planning and Investment shall closely supervise the promulgation of regulations on investment and business conditions and expeditiously review, amend and supplement Decree No. 118/2015/ND-CP detailing a number of articles of the Law on Investment and report to the Government in the fourth quarter of 2017.

b) Regarding the amendment and supplementation of a number of articles of the Law on Public Investment:

The Ministry of Planning and Investment has been assigned to lead and coordinate with ministries, agencies and localities in reviewing and summing up problems which need to be amended and supplemented by the Law on Public Investment and report them to the Prime Minister before July 30, 2017.

c) Regarding the amendment and supplementation of laws on planning:

The Government agreed on the idea to develop the Law on Planning in order to create radical changes in the planning and management of the planning system, the planning of development space and create development motivation in the country, eradicate unrealistic and overlapping planning that creates ask-give mechanisms, causing difficulties for enterprises and the people, obstructing development, and at the same time ensure the stability and uniformity of the legal system, and not to create negative impact on socio-economic management and development. In order to promptly submit to the National Assembly the draft Law for approval at the 4th session of the 14th National Assembly, the Government requests:

Based on the direction and vision of the Government and instructions of the Prime Minister on the development of the draft Law on Planning, the Ministry of Planning and Investment shall lead and coordinate with the Ministry of Construction and other concerned Ministries and agencies to reach an agreement, finalize the draft Law on Planning on a timely basis, ensure the quality thereof, and report to the Prime Minister before July 30, 2017 for reporting to the Standing Committee of the National Assembly before submitting the document to the National Assembly.

In order to ensure compatibility with the Law on Planning, the list of Laws to be amended and supplemented that are related to planning shall be revised as follows:

- For Laws that only need to be amended and/or supplemented with simple technical contents, amendments and supplements shall be made right in the Law on Planning. The Ministry of Planning and Investment shall lead and coordinate with the concerned Ministries and agencies in reviewing and proposing specific modifications and supplements, coordinate with the Government Office to request for comments of the Cabinet’s members on these contents, and synthesize comments of the Government members and report them to the Prime Minister before July 30, 2017 for reporting to the Standing Committee of the National Assembly.

- For Laws that need to be amended and/or supplemented with more complicated contents or contents related to policies on business investment, the Ministry of Planning and Investment shall coordinate with the concerned Ministries and agencies developing a list of legal documents promulgated together with the Law on Planning. Lead Ministries and agencies shall review and propose the elaboration of draft Laws amending and supplementing particular Laws or the development of Laws amending and supplementing a number of Laws under their authority before submitting them to the Government before July 30, 2017. These draft Laws shall be submitted together with the proposal to amend and supplement the Laws on investment and business to report to the National Assembly to adjust the Program to develop laws and ordinances in 2017 and 2018.

- Regarding the draft Resolution of the National Assembly on the implementation of the Law on Planning, the Ministry of Planning and Investment has been assigned to finalize and coordinate with the Government Office to request for comments of the Cabinet’s members on the draft Resolution, collect comments of the Government members and report them to the Prime Minister before July 30, 2017 for reporting to the Standing Committee of the National Assembly.

Ministers and Heads of Ministerial-level agencies shall direct and organize the implementation of the Government's and the Prime Minister's directives on law development and take responsibility before the Government and the Prime Minister for the quality and progress of the development of proposals on law amendments and report as required by the Government.

The Ministry of Justice has been assigned to coordinate with the Government Office in studying and proposing to organize a special legislative session of the Government on law development in August 2017 so that the Government can consider and approve proposals on draft law development requested.

8. Regarding the Plan on the development of a list of projects prioritized to be considered for the issuance of the Government guarantee for the 2016-2020 period

The Ministry of Finance shall continue to complete the Plan in the direction of encouraging socialization, minimizing the issuance of Government guarantees. At the same time, the Ministry shall closely scrutinize the list of projects prioritized to be considered for the issuance of the Government guarantee and report to the Prime Minister.

9. Regarding the management and use of collected fees retained as prescribed in the draft Decree on the management and use of the State budget for a number of foreign affairs activities

The Government unanimously agreed with retention of a portion of the actual fees collected in diplomatic activities to cover the costs of service activities for fee collection in accordance with regulations. The Government shall only finance expenses for regular maintenance and overhaul of assets, renewal of equipment and modernization of information technology, training, professional capacity building and foreign language teaching, supplementary allowances for incomes of cadres, civil servants, public employees and laborers as stipulated in the draft Decree on management and use of the budget for a number of external activities.

The Ministry of Finance shall collect comments from Cabinet members and finalize the draft Decree. The Minister of Finance shall be authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee according to regulations.

10. Regarding the draft Decree amending and supplementing a number of articles of Decree No. 67/2013/ND-CP detailing a number of articles and measures to implement the Tobacco Harm Reduction Law on tobacco business.

The Government unanimously agreed that fake cigarettes, smuggled cigarettes be confiscated for destruction. Special cases shall be decided by the Prime Minister.

The Ministry of Industry and Trade has been assigned to lead and coordinate with the Ministry of Justice, the Government Office and concerned Ministries and agencies in collecting opinions of the Government on finalizing the draft Decree and submitting it to the Prime Minister for signing in July. 2017.

11. Regarding the draft Decision amending Decision No. 75/2013/QD-TTg on the benefits, preferential policy and security of organizations and individuals in charge of searching and gathering martyrs’ remains

The Government unanimously agreed to raise the compensation and the level of living allowances for organizations and individuals engaged in the search and gathering of martyrs’ remains, revise the list of specialized equipment for the search and gathering of martyrs’ remains.

The Government Office shall coordinate with the Ministry of National Defense to complete the draft Decision amending and supplementing Decision No. 75/2013/QD-TTg to submit to the Prime Minister for signing in July 2017 for implementation.

12. Regarding the implementation of the housing support policy for people with meritorious services to the revolution according to the Prime Minister's Decision No. 22/2013/QD-TTg

The Government agreed with the proposal of the Ministry of Construction on the continued implementation of housing support policy for people with meritorious services to the revolution, phase 2 as stipulated in the Decision No. 22/2013/QD-TTg of the Prime Minister. Prime Minister.

The Government Office shall lead and coordinate with the Ministry of Construction in collecting opinions of the Government members and finalize the draft Resolution on the implementation of the housing support policy for people with meritorious services to the revolution according to Decision No. 22/2013/QD-TTg to submit the Resolution to the Prime Minister for signing in July 2017./.
