RESOLUTION

The Government’s regular meeting – February,  2013

The Government on February 28, 2013 convened its regular meeting to discuss and decide the following issues:

1. Report:  on socio-economic performance in February and the first two months of 2013; the realization of the Resolution 01/NQ-CP and Resolution 02/NO – CP, dated January 07, 2013 on solutions to the implementation of the socio-economic development plan and State budget estimation for 2013 and the solutions to removing difficulties for production and business, supporting the market and handling bad debts, presented by the Ministry of Planning and Investment.

The Government agreed that over the time the authorities at all levels, sectors, sectors, organizations and unions have paid due attention to directing the  organization of Lunar New Year (Tet) holiday for the people as required, helping the people have a joyful, safe, healthy and happy Tet holiday. Simultaneously, the Ministries, sectors, and local authorities have actively adopted and implemented the Resolutions issued by the Party, National Assembly, the Government and gained a host of good results. The consumer price index in February and the two first months of the year negligibly increased against that of the same period of many years ago; export value exceeded import turnover, resulting in a trade surplus. Agricultural production was stable; total retail goods circulation, services sales and tourism activities rose. FDI continued to increase against that of the same period of last year. Due attention have been given to social welfare, especially the material and spiritual life  of social policy beneficiaries, people rendering meritorious service to the nation, poor households, and underprivileged families, ensuring that all of them enjoyed a warm and happy Tet holiday. Communications and propaganda work has had changes, gaining good achievements; cultural and sports activities were organized widely with diverse activities. Due care has been also paid to people's healthcare, foods hygiene and safety. Settlement of complaints and denunciations, anti-corruption, and thrift practice were strengthened. Political security, social order and safety have been maintained; crime prevention and fighting, traffic order and safety have been reinforced. External relations continued to be consolidated.

However, there remained difficulties and challenges to the socio-economic performance: interest rate was still high, outstanding loan balance decreased, and bad debts were still high. Production and business of enterprises, especially industrial ones, faced an array of difficulties, inventories remained high at some sectors, and the number of dissolved enterprises surged. A proportion of people are still facing low living standards. Traffic accidents, fires and explosion happened in a serious and complicated manner. Meanwhile, global and regional situation is developing complicatedly, negatively affecting our economy and society.

The Government asked ministries, sectors, and localities to further step up the implementation of the key solutions specified in Resolutions No. 01/NQ - CP; No. 02/NQ - CP dated January 07, 2013 and No. 17/NQ - CP dated February 01, 2013 issued by the Government, and Announcement No. 79/TB - VPCP dated February 22, 2013 conveying the Prime Minister's opinions directing post-Tet activities; take urgent and drastic measures to realize the adopted policies aimed at easing the difficulties being faced by producers and businesspeople, supporting the market and dealing with bad debts; focus on curbing inflation, stabilizing the macro-economy; take synchronous and comprehensive measures to accomplish the tasks and solutions to reach the goals preset for 2013, focusing on the following key tasks:

- The State Bank of Viet Nam continues to regulate the monetary policy toward decreasing leading interest rate while increasing outstanding credit balance in line with the target set for the year 2013, ensuring that production is supported and inflation is controlled; closely monitor and regulate the exchange rate appropriately; positively realize the Project on restructuring credit institutions; restructure debts and deal with bad debts by using the contingency fund; promptly submit the Project on bad debts settlement for approval; submit the project on the establishment of the Asset Management Company and its Charter; coordinate with the Ministry of Construction to provide guidance on ways to clear difficulties for the real estate market.

- The Ministry of Planning and Investment hosts and coordinates with the Ministry of Finance and Ministries, agencies and localities to provide guidance to remove difficulties and hindrances to accelerate the implementation and disbursement of public investment capital, ODA, FDI, and private investment allocated especially for important projects and works with massive effects; coordinates with the Ministry of Agriculture and Rural Development and localities to study and propose appropriate schemes with a view to encouraging and attracting investment resources for building infrastructure at new rural areas.

- The Ministry of Transport, the Ministry of Finance, and the Ministry of Planning and Investment work together to make bond issuance plans to mobilize capital for some particular works, step up the attraction of investment from Build-Operate-Transfer (BOT), Build-Transfer (BT), Public-Private Partnership (PPP), and Foreign Direct Investment (FDI) forms, and accelerate the tempo of Highway 1A and Highway 14 projects and other key traffic projects.

- The Ministry of Finance focuses on supervising and speeding up the allocation of state budget and implementation of state budget estimation; proactively plans to regulate and ensure state budget collection and spending balance; takes the prime responsibility in coordination with the Ministry of Industry and Trade, the Ministry of Planning and Investment and other related agencies to make and realize plans for directing and controlling prices of some essential goods appropriately in 2013.

- The Ministry of Industry and Trade and localities focus on directing and  providing support for enterprises to overcome difficulties, maintain and speed up production and business; encourage enterprises to coordinate in promoting the consumption of locally-produced goods; continue to strengthen the campaign "Vietnamese people prioritize using Vietnamese goods"; intensify the fight against smuggling, especially of the products that are harmful to people's health; take the prime responsibility in coordination with other ministries and sectors to remove obstacles to protect Vietnamese goods abroad; actively study and prepare plans for the negotiation of free trade agreements (FTA) and Trans-Pacific Partnership (TPP); accelerate the construction tempo of electricity generation facilities; direct electricity saving and make plan for ensuring electricity for production and people’s daily activities.

- The Ministry of Agriculture and Rural Development strengthens its supervisory role, takes drastic measures to prevent, control and put the end to cattle and poultry epidemic diseases; continues to work closely with other relevant agencies to fight cross-border poultry and cattle smuggling; focus on measures to combat drought and ensure adequate water supply for production activities; summarize and promote large-scale field models; promptly completes the Project on national key agricultural products, and draft Decree on catfish and submit them to the Government for approval.

- The Ministry of Health directs supervisory work and proactively takes preventive measures against dangerous epidemic diseases on human, especially H5N1; strengthens the inspection of food hygiene and safety; controls medicine prices; and accelerates the construction of hospitals.

- The Ministry of Labor - Ward Invalids and Social Affairs coordinates with the People's Committees of centrally-run provinces and cities to proactively manage labor affairs and employment situation and take actions to reduce unemployment; continues strengthening vocational training, especially the vocational training for rural workers; and inquires into the people's living situation with a view to devising appropriate supportive policies, thus eliminating hunger.

- The Committee for Ethnic Affairs hosts and cooperates with the ministries, agencies and localities to complete the policies designed to support poor ethnic minority people, and nearly-poor households in ethnic communes and hamlets which are facing extreme difficulties to escape from poverty and submit them to the Prime Minister for issuance and implementation.

- The Ministry of Culture, Sports and Tourism takes the lead in strengthening the development of tourism products and services serving festivals; coordinates with related localities in strengthening the management, preservation and promotion of heritage values; and directs the organization of festivals with a view to preserving the national cultural identity in line with traditional customs.

- The Ministry of Home Affairs hosts and  collaborates with other ministries, sectors and localities to set up and launch  the Public Administration Reform index (PAR index); effectively realizes the one-stop shop policy; promptly implement the Project on civil servants and services reform; continues to coordinate with the Ministry of Labor, Ward Invalids and Social Affairs and other related ministries, and sectors to complete the Project on reforming salary, social insurance, and preferential treatment for those with meritorious service to the country and submit it to the Party organization at the Government before transferring it to the Politburo.

- The Government Inspectorate actively directs the implementation and realization of the Project on renovating people reception service, and the Prime Minister’s Direction No. 14/CT-TTg dated May 18, 2012; focuses on the settlement of complaints and denunciation, targeting to clear more than 80% of prolonged and complicated cases by the end of the first quarter; improves its inspecting function to speed up the implementation of inspectors’ conclusions; promptly complete the Project pertaining to regulating, implementing and monitoring asset declaration and send to the Party organization at the Government before submitting it to the Politburo.

- The Ministry of Public Security directs the implementation and realization of the adopted plans to combat crime of all kinds, ensuring social order and security; strengthens the management of weapons, explosive materials, and supporting tools; deploys precaution measures to prevent fires and explosions, especially at concentrated residential quarters. The National Traffic Safety Committee hosts and coordinates with the ministries, sectors and localities to continue to take measures to reduce traffic accidents; strengthen dissemination of traffic safety regulations and punitive sanctions against violators of regulations on traffic safety in rural areas or those who wear under-standard helmets; and propose changes to the authorized agencies’ competence and punitive measures with regard to simplifying procedures.

- The Ministries, sectors, and localities promptly realize the master Project on economic restructuring; make and implement restructuring programs and plans for sectors and branches under their State management authority and in line with their assigned functions and tasks; complete the issuance and effective implementation of the regulations, guidance and plans stated in the Government’s Resolution No. 02/NQ - CP; make monthly evaluation of  performance of the tasks specified in the Resolution and submit it to the Ministry of Planning and Investment for reporting it at the Government’s regular meeting; and actively prepare Projects to be submitted to the 7th Plenum of the 11th Party Central Committee.

- The Ministry of Information and Communications, other ministries, agencies and localities proactively provide information to guide public opinions; strengthen dissemination of information on amendments and supplements to the Constitution, make explanations of the issues of people’s concerns to create social consensus in executing the set goals and tasks; strictly deal with any violations in press activities in compliance with law.

2.  Regarding the projects, guidelines, and solutions to proactively respond to climate change; strengthen natural resources and environment protection, presented by the Minister of Natural Resources and Environment.

The Ministry of Natural Resources and Environment hosts and cooperates with the Government Office to collect opinions from the Cabinet members, complete the Project and report it to the Party organization at the Government before submitting it to the Politburo and the 7th Plenum of the 11th Party Central Committee.

3. Regarding the project on urban government organization model presented by the Minister of Home Affairs.

The Central Steering Committee is assigned to set up the Project, and direct the Ministry of Home Affairs to work with related ministries, sectors and localities to collect opinions from the Cabinet members, continue to complete the Project and report it to the Party organization at the Government to collect their comments before submitting it the Politburo. 

4. Regarding the Project on Phitosanitary Law presented by the Minister of Agriculture and Rural Development.

The Ministry of Agriculture and Rural Development hosts and cooperates with the Ministry of Justice, the Government Office and other related agencies to collect opinions from the Cabinet members and complete the Project on Phitosanitary Law and present it to the National Assembly in the authorization of the Prime Minister and on behalf of the Government./.
