RESOLUTION

The Government’s regular meeting – February 2011

 _____________

The Government on March 2, 2011, convened its regular meeting to discuss and decide the following issues:

1. Reports on: Socio-economic performance in 2010 and implementation of socio-economic goals in 2011 (supplemented); socio-economic performance in February and the first two months; State budget in 2010 (supplemented) and realization of State budget plan in 2011; analysis of the world economy at the World Economic Forum in Davos; outcomes of the implementation of the Government’s January Resolution and the Government’s working program in February, 2011; inspection work and settlement of complaints and denunciations, anti-corruption in February, 2011; and administrative reform in February, 2011. These reports were presented by the Minister of Planning and Investment, the Minister of Finance, the Minister of Foreign Affairs, the Minister-Chairman of the Office of Government, the Government Chief Inspector, and the Minister of Home Affairs. 

a) Regarding the supplementary assessments of the socio-economic performance and State budget in 2010, implementation of the socio-economic development plan and State budget estimate in 2011, the Government agreed that the country fundamentally fulfilled the overall preset targets following the sound leadership of the Party, strong determination of the entire political system, high consensus and endeavor of all sectors, levels, business community and people.

The socio-economic performance in 2010 advanced positively with comprehensive outcomes: Higher GDP growth rate against 2009 and the whole year’s preset target; moderate recovery and developments in industrial production, services, and export; stable agricultural production; budget revenue higher than scheduled; less overspending, more investment for development; continued advancements in the areas of education, healthcare, culture, sports, science-technology, natural resources and environment; important achievements of foreign relations and international cooperation that contribute to heighten the country’s position and prestige; strengthened national defense and security, continued social stability and order. Some indicators, which were better than those earlier reported to the National Assembly, include economic growth rate, export revenue growth pace, trade gap, total social investment for development, and job generation. However, some other indicators did not meet the preset targets such as rapid rising consumer price index in the last three months of 2010, some social issues, and environment protection that must be addressed in the coming time. 

a) Regarding socio-economic performance in the first two months of 2011: Since the beginning of the year, the Government promulgated and seriously implemented the Resolution No. 02/NQ-CP, dated on January 9, 2011 on key solutions for the implementation of socio-economic development plan and State budget estimate in 2011. Ministries, sectors and localities have deployed a series of serious and synchronous measures to stabilize the market, control inflation, boost production, business, and export, ensure social welfare, and prepare for the Lunar New Year Festival. As a result, the country has gained positive socio-economic achievements, including higher industrial production than the preset target; positive agricultural production in spite of bad consequences of natural disasters; robust total retail sales and service revenue against the same period last year; robust tourism; higher export turnover against the same period last year and four times higher than the preset target; decreasing trade gap; increasing number of newly-established enterprises, better investment in culture, healthcare, and job creation. In addition, the Government paid more attention to the areas of culture, society, healthcare, education, and job generation. All citizens especially poor, old, disabled-people, and social policy beneficiaries welcomed the Lunar New Year Festival in a warm, jubilant and safe atmosphere. Meanwhile, social welfare was ensured; the administrative reform was strengthened; the settlement of complaints and denunciations, anti-corruption were enhanced; political security and social order were maintained.

However, in the first two months, the national economy suffered huge challenges like global price hikes of crude oil, input materials, food, and foodstuff; impacts resulted from instability in Northern Africa and the Middle East; complicated natural disasters and epidemics. In addition, the Government’s prompt actions to loosen the monetary and fiscal policies to combat recession and maintain economic growth momentum in the context of the country’s limited economic power and the adjustments to oil, gas and electricity prices have led to domestic prices escalation and threaten macro-economic stability. 

The Government required ministries, agencies and localities to strictly implement the Government’s Resolution No. 02/NQ-CP, dated on January 9, 2011 on key solutions for implementation of socio-economic development plan and State budget estimate in 2011 and Resolution 11/NQ-CP, dated on February 24, 2011 on key solutions to rein in inflation, stabilize the macro-economy, ensure social security, focusing on the following tasks:

- Within their assigned competence, quickly set up specific programs and action plans to effectively realize the two Government’s Resolutions with highest priority for curbing inflation and stablizing the macro-economy. 

- To speed up the administrative reform, especially the administrative procedures reform on such areas as land management and construction for positive changes. Ministries, sectors and localities are asked to enlist their key administrative procedures for simplification and amendment. 

- Ministers and ministerial-level leaders are asked to early finalize and submit guiding documents of effective laws and ordinances on time; and make thorough preparations for Government’s projects and reports which will be presented at the 9th session of the 12th National Assembly. Ministries, agencies and localities will focus on preparations for the elections of the 13th National Assembly and People’s Council at all levels for the 2011 – 2016 term.

- The Ministry of Foreign Affairs and the Ministry of Labor, Invalids and Social Affairs are entrusted to coordinate with relevant agencies to work with foreign countries, international organizations, and employers to ensure safety for Vietnamese workers who are trapped in Libya and third countries and take effective measures to quickly bring all of them back home. The Ministry of Labor, Invalids and Social Affairs, in coordination with relevant agencies and localities, will design plans to assist the workers in stabilizing their lives. 

- The Ministry of Planning and Investment will draft the Government’s Action Program to realize the Resolution of the 11th National Party Congress, submit the draft document to the Government’s April regular meeting. Each ministries, agencies and localities will have to develop five-year programs and one-year plans for successul fulfillment of the National Party Congress’s Resolution. 

- The Ministry of Planning and Investment and the Ministry of Finance will collect ideas of the Cabinet members to finalize the supplementary report on socio-economic performance and state budget in 2010, implementation of socio-economic development goals and State budget estimate in 2011, then submit these documents at the 9th session of the 12th National Assembly.

2. The Government discussed Report on the Master Program on State administrative reform in the 2001-2010 period and another Program on State administrative reform in 2011-2020 period which were presented by the Minister of Home Affairs. 

The Ministry of Home Affairs is assigned to work with the Office of Government to collect Cabinet members’ comments, thereafter finalize the Master Program on State administrative reform in 2001-2010; to draft a Government’s Resolution on the Program on State administrative reform in 2011-2020, then consult at the Conference on reviewing performance of State administrative reform in 2001-2010, thereof submit it to the Government for consideration. 

3. The Government listened to the Minister-Chairman of the Office of Government to report on the Cabinet members’ opinions on the draft decree on amendment and supplement to some of the articles of the Government’s Decree No. 108/2009/NĐ-CP, dated on November 27, 2009 on investment under the forms of Build-Operate-Transfer (BOT), Build-Transfer (BT).

The Ministry of Planning and Investment will take prime responsibility to collaborate with relevant agencies to collect comments of the Cabinet members in order to finalize the above-mentioned draft decree and submit it to the Government for promulgation.

 4. The Government discussed and gave comments on it’s statement on the 2012 law-and ordinance-making program and on adjustments of the National Assembly’s 2011 law-and ordinance-making program, on draft ordinance on codification of the legal system, presented by the Minister of Justice. The Minister-Chairman of the Office of Government summarized the Cabinet members’ ideas. 

The Ministry of Justice will be responsible for coordinating with relevant ministries, ministerial-level agencies, Governmental bodies to collect comments from the Cabinet members, to continue finalizing the Government’s draft recommendation on the 2012 law-and ordinance-making program and on adjustments to the 2011 law-and ordinance-making program, then submit these documents to the Government at its regular meeting in March. The Ministry was asked to work with the Office of Government and relevant agencies to edit and finalize the draft ordinance on codification of the legal system and consult with the Cabinet members before submitting it to the PM for consideration./.
