RESOLUTION

THE GOVERNMENT’S REGULAR MEETING - AUGUST 2015

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Decree No. 08/2012/ND-CP of the Government dated February 16, 2012 promulgating the Working Regulation of the Government;

Based on the discussion of the Cabinet members and the conclusion of the Prime Minister at the Government’s regular meeting held on August 31 and September 01, 2015,

RESOLVES:

1. Regarding the socio-economic performance in August and the first eight months of 2015; the implementation of the Resolution No. 01/NQ-CP dated January 03, 2015 of the Government

The socio-economy in August and the first eight months continued to witness positive changes and results in almost all fields. The macro-economy remained stable; inflation was tamed; credit growth maintained at relatively decent level; interest rate was stable. Exports maintained growth momentum. Industrial production, including processing and manufacturing, enjoyed a high growth rate. Agricultural production maintained stable development. Aggregate demand and purchasing power improved; total retail sales of goods and services rose significantly; the number of international tourist arrivals increased. State budget revenues, especially domestic revenues, was higher than that of the same period. Both the number of newly established enterprises and the amount of registered capital increased. Confidence in business environment improved. Due attention was paid to cultural, art, information and propagation activities, especially activities to celebrate the 70th anniversary of the August Revolution and National Day (September 2). Social security and social welfare policies were effectively deployed. Administrative reform, reform of public duty and civil servant regimes, particularly reform of administrative procedures related to business environment received full attention. Political and social stability was maintained; national defense and security were sustained; social order and safety were guaranteed. Activities to ensure traffic safety and order were enhanced, traffic accidents dropped in all three criteria. Foreign affairs and international integration achieved many results.

Besides, the country still faced many difficulties and challenges: Exports of many agricultural and aquatic products were lower than the same period; trade deficit increased; improvement in business environment did not reach the set requirements; equitization of SOEs remained slow; there remained hidden instability in security and order in rural areas; the people’s life, especially inhabitants in disadvantaged areas and ethnic minority people faced plenty of difficulties. International and regional economies remained complicated, unpredictable, affecting the socio-economic development of our country.

The Government requests ministries, agencies and localities to strive to overcome difficulties, be consistent with the goals of stabilizing macroeconomy, improve policy response capacity, closely monitor the world economy, particularly the fluctuations of the world’s crude oil prices to actively have solutions to minimize negative impacts and exploit favorable conditions, flexibly direct and strive to achieve and outperform the targets set in the 2015 Socio-economic Development Plan to pave the way for the realization of the 2016 Socio-economic Development Plan; implement synchronously and efficiently the tasks and measures enshrined in the Resolutions of the Party, the National Assembly and the Government; in particular, focusing on the implementation of the following key tasks:

- The State Bank of Viet Nam shall continue to manage monetary policy tools flexibly and reasonably to stabilize the exchange rates and interest rates; actively implement measures to promote credit expansion, especially in priority areas; actively coordinate with the Ministry of Justice and other relevant ministries and agencies to propose measures to remove legal difficulties related to collateral of bad debts; strengthen the examination and inspection of bad debts, take measures to bring non-performing loan ratio to below 3% as planned.

- The Ministry of Planning and Investment shall, in collaboration with other ministries, agencies and localities, promote mobilization of investment capital to foster socio-economic development; review progress of programs and projects funded with official development assistance (ODA) and concessional loans of foreign donors; promptly put forward solutions to remove difficulties and obstacles, accelerate implementation and disbursement of investment capital for development, particularly ODA, key and urgent programs and projects.

- The Ministry of Finance shall, in collaboration with other ministries, agencies and localities, accelerate the implementation of budgetary tasks, ensure correct and appropriate budget collection; manage budget spending tightly, thriftily and effectively; actively deploy solutions to balance the State budget revenues and expenditures in consistent with the practical situation; strengthen examination and inspection of observance of legal provisions on management of prices, taxes and fees for essential goods and services; strictly handle violations as prescribed by law; effectively organize the implementation of the Resolution No. 41/NQ-CP dated June 9, 2015 of the Government on stepping up the fight against smuggling, trade frauds and counterfeits in the new period of time; continue to beef up the reform of administrative procedures in the field of taxation and customs; take measures to ensure the healthy and stable development of the stock market.

- The Ministry of Industry and Trade shall direct to promote the effective development of industrial production and business; actively implement measures to expand markets, boosting exports; enhance the implementation of measures to strictly control imports in consistent with international rules and commitments which Viet Nam has signed or acceded to; study and propose price adjustments to goods priced by the State under market principles, with appropriate roadmap and in consistent with changes in macroeconomic conditions; strengthen information dissemination of the free trade agreements that Viet Nam participated and signed to help business community grasp opportunities as well as actively adapt to the integration process. Strictly control smuggled goods of unknown origins, especially food; strengthen inspection and examination of the production and trading of coal, safety assurance in coal production; promptly prevent and handle illegal exploitation, transport and trading of coal.

- The Ministry of Agriculture and Rural Development shall focus on directing localities to effectively implement the Scheme on the agricultural sector restructuring in connection with building new countryside; collaborate with Ministry of Industry and Trade to closely monitor fluctuations in demand and supply of domestic and international markets; actively propose mechanisms and policies to remove difficulties and promote consumption of agricultural products; focus on directing the implementation of surveillance measures, proactively prevent diseases in livestock and crops; coordinate with other relevant ministries, agencies and localities to accelerate the implementation of the Decree No. 67/2014/ND-CP of the Government; closely monitor changes in the weather, rainfall, water level of rivers and streams, storage amount of reservoirs; direct the prevention of drought and flooding for effective production; ensure safety in rainy season, reduce flooding for downstream areas of river basins.

- The Ministry of Transport and provincial-level People's Committees shall review the implementation process, evaluate the effectiveness of inland infrastructure projects under the Build-Operate-Transfer (BOT) mechanism, ensuring rightful implementation and promoting efficiency of BOT projects; collaborate with functional forces to deploy measures to ensure traffic safety and order; strengthen the examination of safety conditions of transport infrastructure projects.

- The Ministry of Education and Training shall comprehensively review and assess the organization of the national high school graduation examination and university and college admission in 2015 to report to the Prime Minister.

- The Ministry of Health shall continue to upscale and expand the network of satellite hospitals; implement solutions to improve the quality of healthcare services to serve the people; enhance disease prevention; coordinate with other ministries, agencies and localities to strengthen inspection and examination to ensure food safety; preside and collaborate with the Ministry of Labor - Invalids and Social Affairs to study and propose to the Viet Nam Fatherland Front Central Committee the population policy orientations in upcoming time to match the objectives and requirements of the national sustainable development.

- The Ministry of Culture, Sports and Tourism shall, in collaboration with other relevant ministries, agencies and localities effectively implement the tasks and measures to boost tourism development in Viet Nam, timely propose suitable mechanisms and policies to remove difficulties and obstacles, enhance competitiveness of the tourism industry; strengthen the management of historical sites in association with the conservation and promotion of values of cultural heritages, contributing to tourism development.

- The Ministry of Labor - Invalids and Social Affairs shall take prime responsibility and coordinate with other ministries, agencies and localities to continue full and prompt implementation of social welfare and social security policies; focus on promoting vocational training for rural labor together; continue the exploitation and development of traditional labor export markets while promoting the expansion of potential labor export markets; promptly submit to the Government in September 2015 the draft decree stipulating the minimum wage for workers in businesses applying for 2016 on the basis of the provisions of the Labor Code and recommendations of the National Wages Council.

- The Ministry of National Defence and the Ministry of Public Security shall direct forces to enhance monitoring, synchronously implement guidelines and duties on national defense, security and sovereignty protection; proactively prepare and get ready to implement plans to ensure political security, social order and safety as well as plans on flood control, disaster search and rescue.

- All ministries, agencies and localities, according to their assigned functions and tasks shall continue removing difficulties for production and businesses; fostering the implementation of the tasks to improve the business environment, enhance national competitiveness; strengthen monitoring, inspection and supervision of the development, issuance of guiding documents, reduce slow promulgation of legal documents; proactively prepare for the 10th meeting of the National Assembly, tenure XIII to ensure its progress and quality.

- The Ministry of Information and Communication shall direct to accelerate the communication and dissemination of the political, socio-economic, national defense and security situation, and directive and administrative solutions of the Government and Prime Minister. Ministries, agencies and localities shall actively disseminate information on the mechanisms, policies and directive and administrative solutions in fields, areas of ​​their authority, especially issues of public concern, contributing to building trust and consensus of the entire society.

2. Regarding the draft report on the socio-economic performance in 2015 and the socio-economic development plan in 2016

Based on the socio-economic performance in the first eight months of 2015, forecasts on the implementation of the socio-economic development plan in 2015, the Government agrees with the overall objectives and major indicators of the socio-economic development plan in 2016 proposed in Report No. 6084/BC-BKH dated August 28, 2015; while at the same time, agrees to add consumer price index of 5% as one indicator for the Government to operate the macro economy.

The Ministry of Planning and Investment is assigned to collect comments from the Cabinet’s members to finalize the Report on the socio-economic performance in 2015 and the socio-economic development plan in 2016, report to the Political Bureau to request for comments from the Party Central Committee. Based on the comments of the Party Central Committee, the Ministry of Planning and Investment shall continue to improve the Report and report to the Prime Minister before submitting to the National Assembly.

3. Regarding the draft report assessing the implementation of the State budget of 2015 and the proposed the State budget plan in 2016

The Government agrees with the Ministry of Finance’s proposals on financial solutions to the operation of the State budget in 2015 and the State budget plan in 2016.

- On the implementation of the State budget in 2015: Strive to increase non-oil revenues, maintain State budget deficit at the level decided by the National Assembly, contributing to stabilizing and ensuring macro-economic balance.

- On the State budget plan in 2016: Continue to review and develop the State budget revenue plan in a positive direction, ensuring mobilization rate of the State budget revenues to GDP not lower than the rate in 2015. Restructure State budget spending, in which: ensure not to increase recurrent expenditures compared to that of the State budget plan in 2015. Expenditures for the State administrative apparatus and public non-business units must be strictly controlled and economical; consider utilizing available resources to address salary issues for some groups with low pensions; allocate reasonable budget for development investment, strive to increase development investment sourced from State budget, and ensure capital for imperative investment tasks.

- The Ministry of Finance shall, in collaboration with the Ministry of Planning and Investment, collect comments from the Cabinet members to complete the report assessing the implementation of the State budget in 2015 and proposing the State budget plan in 2016, report to the Prime Minister before submitting to the Political Bureau and the Party Central Committee.

4. Regarding the restructuring of State owned enterprises

The Government requests ministries, agencies, localities and enterprises to:

- Quickly complete mechanisms and policies on the reorganization and renovation of enterprises as planned; focus on completing legal documents guiding the implementation of: the Law on Enterprises and the Law on management and utilization of State capital invested in enterprises; conduct reorgaization and renovation to develop and enhance operational efficiency of agroforestry enterprises; within authority, timely resolve obstacles in the equitization and divestment of the State capital.

- Focus on the effective implementation of solutions to reorganize and equitize State-owned enterprises under the 2015 plan. Continue to review and supplement to the restructuring and equitization plan of State-owned enterprises. Develop a master plan to reorganize agroforestry enterprises. Classify public non-business units eligible for conversion into joint stock companies.

- The Ministry of Finance shall preside over the review, classification and development of the overall divestment plan of State-owned groups and corporations having investment in real estate, insurance, securities, finance, bank, and report to the Prime Minister in September 2015.

- In addition to implementing assigned production and business tasks, the Steering Committee on SOE Innovation and Development shall strengthen the inspection, acceleration and monitoring of the implementation of the restructuring, equitization and divestment of the State capital; synthesize obstacles and difficulties in the implementation of the restructuring to report to competent authorities for solutions.

5. Regarding the medium-term public investment plan for the period 2016 -2020

a) Regarding the total State budget for development investment in five years (2016 -2020)

The Government agrees to implement the direction of the Prime Minister in Document No. 46/TTg-KTTH dated June 02, 2015, at the same time, assigns the Ministry of Finance to implement solutions to increase State budget revenues, mobilize other capital sources such as revenues from equitization and divestment of the State capital in enterprises and other legal sources to increase budget for development in the medium term, in order to meet imperative investment missions in favor of economic growth.

b) Regarding the mode of distribution of medium-term investment funds for the 2016 - 2020 period from the central budget (domestic capital) to ministries, agencies and localities:

In the distribution of the central budget under mid-term investment plan, the Government will put aside 5% of unallocated budget for active response to contingencies of the whole country over the next five years.

The budget allocation to each ministry, provincial agency and locality shall follow Directive No. 23/CT-TTg dated August 05, 2014 by the Prime Minister on the establishment of mid-term public investment plan for five years 2016 - 2020, and ensure equality, reasonability, openness, transparency and balance between ministries and central agencies, between regions and localities. The planned mid-tern investment capital for five years 2016 - 2020 of each ministry, central agency and locality shall increase at about 10%/year compared to the plan in 2015 (excluding abnormal increase in 2015).

The Ministry of Planning and Investment is assigned to preside and coordinate with the Ministry of Finance and other relevant ministries and agencies to strictly review to ensure the observation of these requirements, prepare detailed allocation plan for ministries, central agencies and localities on the basis of the Resolution of the National Assembly Standing Committee and the Prime Minister's Decision on principles, criteria and norms for allocation of the State capital budget for development investment for the 2016 - 2020 period, and report to the Prime Minister before September 15, 2015.

Based on the total capital decided by the Prime Minister, the Ministry of Planning and Investment shall direct other ministries, central agencies and localities for detailed distribution; Ministers, heads of ministerial level bodies and agencies and chairmen of provincial-level People's Committees are responsible for developing the list of medium-term investment projects by sectors, fields and programs.

The Ministry of Planning and Investment is assigned to coordinate with other relevant ministries having national target programs to develop examination and supervision mechanisms to ensure proper implementation of proposed targets of programs and the five year socio-economic development plan for the 2016 – 2020 period.

c) On the allocation of funds for repayment of capital construction debts and repayments of advanced capital:

Ministries, central agencies and localities must prioritize the allocation of medium-term investment to settle all outstanding debts owed in basic construction projects, based on the following principles:

- Ministries, central agencies and localities owing relatively small capital construction debts and advanced capital are requested to arrange enough mid-term investment capital for five years to settle arrears in basic construction projects and collect advancements; utilize the remains as in-kind contribution to ODA programs and projects and allocate capital to complete transitional projects. The remaining capital (if any) shall be used to start new projects.

- Ministries, central agencies and localities having large capital construction debts and advanced capital (having no resources from mid-term plan to allocate in-kind contribution to ODA and transitional projects), are requested to:

Allocate sufficient funds for repayment of capital construction debts. Localities which have medium-term investment plan uncovered by the central budget are allowed to use annual budget surplus (after allocation for wage reform) for repayment. Localities which do not enjoy budget surplus must mobilize capital from other sources, such as lotteries and other lawful capital sources to pay arrears in basic construction projects. Localities shall develop specific plans on repayment capital from central budget in mid-term investment plan and repayment capital from local budget surplus and other capital sources.

Allocate sufficient capital to repay about 50% of the advanced capital. The remaining capital (after allocating adequate resources to settle arrears in basic construction projects as outlined above) shall be used as in-kind contribution to ODA programs and projects and transitional projects. Allocation of mid-term investment capital to start a new projects is not allowed, except for special cases decided by the Prime Minister.

In the administration process, if State budget surplus arises, the Ministry of Finance shall preside, in collaboration with the Ministry of Planning and Investment, to prioritize allocation of the central budget to recover outstanding advancements of ministries and central agencies; Provincial-level People's Committees report to People's Council of the same level to use part of the revenue surplus to balance local budgets to repay advanced capital; after repayment of arrears in basic construction projects and advanced capital, budget surplus shall be used for investment in transitional projects and newly started projects.

d) On the allocation of foreign capital (ODA):

The allocation of foreign capital (ODA) of ministries, central agencies and localities shall follow the direction of the Prime Minister, to prioritize allocation for ongoing and effective programs and projects; transitional projects if found inefficient, must be studied for suspension to ensure effective use of loans. For new projects in the period 2016 - 2020, strict control on the necessity of the projects is required. Only truly effective projects will be implemented; these projects must be consistent with ODA disbursement capacity under agreements signed with donors and projects approved by the Prime Minister and in line with the implementation schedule by 2020; the list of projects which have not reached agreement shall not be put in the budget for the period 2016-2020.

dd) On the preparation of investment capital: Ministries, central agencies and localities are assiged to actively utilize funds allocated under sectors, fields and programs.

e) For urgent projects: Only prioritize investment in projects with influential impacts on the common development of the whole country nd having investment direction and specific support from the central budget approved by the Prime Minister; focus on completing transitional investment projects. Medium-term investment shall not be planned to start new projects, where financing sources have not been identified.

g) For 02 national target programs (construction of new countryside and sustainable poverty reduction): the Ministry of Planning and Investment shall inform the amount of the capital which has investment direction approved by the Government for detailed allocation to ministries, central agencies and localities. The Ministry of Finance shall preside and coordinate with the ministries which lead the programs to review and allocate sufficient recurrent funds to other ministries, central agencies and localities; ensuring adequate allocation of recurrent capital for ongoing tasks.

h) Regarding Government bonds plan in 2016 - 2020:

The Ministry of Planning and Investment shall preside and coordinate with the Ministry of Finance and other relevant ministries, central agencies and localities to design specific distribution plan of Government bonds in 2016 - 2020 as approved by the Prime Minister in the Document No. 46/TTg-KTTH dated June 02, 2015 according to the following principles and criteria:

- For projects which have already been allocated with capital from Government bonds but remain shortage in resources: Allocate sufficient capital for the 17 important projects in the fields of transportation, irrigation, health care which have major impacts on regional socio-economic development following the Resolution No. 726/NQ-UBTVQH13 and the master plan on migration and resettlement of Son La hydropower project under the total investment approved by the Prime Minister.

Not to allocate capital from Government bonds in 2016 – 2020 to projects which have received sufficient capital allocation from Government bonds as stipulated in the Resolution No. 726/NQ-UBTVQH13 and the Resolution No. 736/NQ-UBTVQH12 of the National Assembly Standing Committee.

- Mainly steer investment to new large programs and projects in three areas: transport infrastructure, irrigation, central hospitals and localities without general hospitals.

Based on comments of the Prime Minister on specific allocation plan, the Ministry of Planning and Investment will, authorized by the Prime Minister, on behalf of the Government, submit the Government bond issuance orientations for the period 2016 - 2020 to the National Assembly for ratification.

i) For State budget advancement plan for development investment in 2016

Time is running out before the end of the year, so submission of capital advancement plan for development investment from the State budget in 2016 to the National Assembly Standing Committee is not required. It is requested that ministries, central agencies and localities review and revise capital plan in 2015 assigned by the Prime Minister, utilize provincial budget surplus and other lawful capital sources for investment, while at the same time, actively utilize capital of the medium-term investment plan in the period 2016 - 2020 to implement essential and urgent projects which have been instructed by the Prime Minister.

k) The Ministry of Finance is assigned to preside and coordinate with other ministries and agencies to develop regular spending plan, medium-term budget plan to ensure synchronicity in the implementation of the five-year plan in 2016 - 2020.

6. Regarding investment policies for target programs in 2016 - 2020

The Ministry of Planning and Investment shall preside and coordinate with relevant ministries and agencies to review all targets and tasks in the Prime Minister’s Notification No. 63/TB-VPCP dated February 16, 2015 according to the following principles: Not to cut essential spending of 16 national target programs and other ongoing target programs, integrate similar targets and tasks, ensure that there is no overlap between tasks, improve investment efficiency, avoid scattered investment, empower ministries, central agencies and localities in implementation; accordingly, review investment programs relating to ethnic minorities. Climate change program will be carried out in accordance with Decision No. 2139/QD-TTg dated December 05, 2011 by the Prime Minister approving the National Strategy on Climate Change. Completed programs, if necessary, could be extended in the period 2016 - 2020. Ministries responsible for managing the programs shall coordinate with the Ministry of Planning and Investment in guiding localities to prepare provincial budget for implementation.

The Ministry of Planning and Investment is assigned to report to the Prime Minister the review results and assignment of management responsibility of programs before September 15, 2015 .

7. Regarding lending mechanisms and policies in which collateral is not required for guaranteed loans for air fleet investment projects of the Viet Nam Airlines

The Government agrees to waive collateral requirements for export credit loans and mixture of commercial loans and export credit loans to rent and purchase planes of the Viet Nam Airlines in Project to purchase a total of 26 Airbus A321 planes for delivery during the 2011-2015 period, Project to purchase a total of 08 Boeing B787-9 planes, and Project to purchase a total of 10 Airbus A350-900 planes. The total guarantee fee is fixed at 0.25% of the       guaranteed loans.

8. Regarding the application of Decree No. 66/2002/ND-CP of the Government on quantities of baggage of persons exiting or entering Viet Nam and quantities of gifts and donations entitled to duty exemption

The Government allows to apply the provisions on the quantities of baggage of persons existing or entering and quantities of duty-free gifts and donations under the Decision No. 66/2002/ND-CP dated July 01, 2002 of the Government for the period from March 15, 2015 until September 30, 2015; from October 01, 2015, the Decision No. 31/2015/QD-TTg shall be applied. The Ministry of Finance is assigned to provide specific implementation guidance.

9. Regarding the pension plan for retirees before and after April 1993 having lower salaries

The Ministry of Labor - Invalids and Social Affairs shall preside and coordinate with relevant ministries and agencies to report and propose specific plans to the Central Steering Committee on reforming wage policy, social insurance and preferential treatment for people with meritorious services in September 2015. The proposed plan must be developed in line with the overall plan on wage and allowance adjustment in 2016.

10. Regarding the adjustment to the plan on land use by 2020 and the national land use plan for the 2016 - 2020 period.

The Government allows the use of the data from the quick report on land of provinces as input data (on the status of land use) to assess the implementation of provincial land use planning scheme in five years (2011 - 2015).

At the same time, the socio-economic development directions and tasks in the period 2016 - 2020 of the whole country (stated in the draft documents of the12th National Party Congress which had been submitted to the 10th Plenum of the 11th Party Central Committee), are considered as foundation to direct the adjustment to the land use planning scheme by 2020 and land use plan in 2016 - 2020 at national level.

The Ministry of Natural Resources and Environment shall coordinate with the Ministry of Agriculture and Rural Development to review and adjust towards converting land area used for rice production yet inefficient to land area used for aquaculture, annual crops or perennial crops to ensure and improve land use efficiency, while maintaining land area for rice production, ensuring food security; converting protective forest area to production forest area in line with the goals of forest protection and development, climate change adaptation and forest economic development.

The Ministry of Natural Resources and Environment shall collect comments from Cabinet members, then review and complete the file on amendments to the land use planning scheme by 2020 and land use plan in 2016 - 2020, continue to collect comments from Cabinet members to land use plan in 2016 - 2020, and submit to the National Assembly.

The Ministry of Natural Resources and Environment shall coordinate with the Ministry of Agriculture and Rural Development and localities to study and provide recommendations to required scale of land area used for rice production to ensure food security in new conditions, and report to the Political Bureau.

11. Regarding the draft summary report on continued pilot implementation of institution on bailiffs

The Government agrees with the content of the draft summary report on continued pilot implementation of institution on bailiffs under the Resolution No. 36/2012/QH13 dated November 23, 2012 by the National Assembly. The Ministry of Justice shall preside and coordinate with the Government Office, other relevant ministries and agencies to collect comments from Cabinet members, complete the report, especially to address inadequacies and limitations in the organization and operation of institution on bailiffs. The Minister of Justice shall, authorized by the Prime Minister, on behalf of the Government, report to the National Assembly.

12. Regarding the Law on Press (revised)

The Ministry of Information and Communications shall preside and coordinate with the Ministry of Justice, the Government Office, other relevant ministries and agencies to collect comments from Cabinet members, revise and complete the Bill, and report to the Government before submitting to the National Assembly.

13. Regarding the draft Law on Planning

The Ministry of Planning and Investment shall preside and coordinate with the Ministry of Justice, the Government Office, and other relevant ministries and agencies to collect comments from Cabinet members, revise, complete the Law project, and report to the Government before submitting to the National Assembly.

14. Regarding the Law on Associations

The Ministry of Home Affairs shall preside and coordinate with the Ministry of Justice, the Office of Government and other relevant ministries and agencies to collect comments from Cabinet members, revise, complete the Law project, and report to the Government before submitting to the National Assembly.

15. Regarding the administrative handling of Vietnamese workers who illegally reside in the Republic of Korea once they voluntarily return home

The Government agrees that: illegal Vietnamese workers in the Republic of Korea who have run away from their employers or have illegally resided in Korea after their labor contracts terminate will not face any penalties if they voluntarily return home between September 1, 2015 and December 31, 2015 as prescribed under Article 35 of Decree No. 95/2013/ND-CP dated August 22, 2013 of the Government on administrative fines in the domains of labor, social insurance and overseas manpower supply./.
