Tasks and organizational structure of VN National Administration of Tourism

VGP – The Prime Minister recently issued Decision No. 17/2018/QD-TTg stipulating the functions, tasks, rights, and organizational structure of the Viet Nam National Administration of Tourism (VNAT) under the Ministry of Culture, Sports and Tourism.

Accordingly, the VNAT functions as an advisory body assisting the Minister of Culture, Sports and Tourism in performing the work of state management, organizing the enforcement of laws on tourism on a national scale, and managing public services on tourism in line with the law.

The agency is tasked with submitting to the Minister of Culture, Sports and Tourism draft bills and draft resolutions of the National Assembly (NA); draft ordinances and draft resolutions of the NA Standing Committee; draft resolutions and decrees of the Government on tourism; other projects as assigned by the Minister; master strategies and plans on tourism development; national tourism promotion programs; national action programs on tourism; and dossiers recommending the recognition of national tourism areas. 

The VNAT is also responsible for submitting to the Minister of Culture, Sports and Tourism to decide on long-term, medium-term and short-term plans on tourism development; projects on tourism; circulars and decisions on tourism; economic and technical norms on tourism; and regulations on the protection, embellishment, development, exploitation and promotion of the value of tourism resources, and the protection of the tourist environment.

In addition, the VNAT is responsible for organizing tourism promotion activities at home and abroad, whilst coordinating inter-regional and inter-provincial tourism promotion activities, as decentralized by the Minister of Culture, Sports and Tourism.

It is also tasked with managing and organizing the grant, re-grant, renewal, and revocation of the business licenses for international travel services, in addition to managing the issuance of tour guide cards in accordance with the law and the assignment and decentralization of the Minister of Culture, Sports and Tourism.
