Social organizations encouraged to engage in HIV/AIDS prevention and control

VGP – The PM has approved an investment plan for the project on strengthening the participation of social organizations and community-based organizations in HIV/AIDS prevention and control”, which is financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria (often called the Global Fund).

The project aims to enhance the organizations’ involvement in the fight against HIV/AIDS, thereby contributing to realizing the UNAIDS 90-90-90 targets in 2020 and moving towards ending the AIDS epidemic by 2030.

Accordingly, the project will provide packages of HIV/AIDS preventive services, including the encouragement of the use of syringes and condoms, the implementation of HIV testing in the community and other interventional measures to mitigate harm, aiming to facilitate the implementation of safe behaviors for key groups in response to HIV/AIDS.

At the same time, HIV-positive cases will be sent to medical establishments for antiretroviral (ARV) treatment, while those addicted to drugs injecting will be brought to the Methadone programs in 15 provinces served by the project.

The project will also strengthen capabilities for sustainable community-based systems in the 15 project provinces, aiming to improve the accessibility of these systems to key population (KP) groups (the groups of population with high risk of HIV infection), thereby creating favorable conditions for the supply of HIV/AIDS preventive services for these groups.

In addition, the project seeks to facilitate a favorable environment, in terms of the legal base as well as law and policy enforcement, aiming to improve the access of the project’s key groups to healthcare services and other assistance services, and ensure that they are not discriminated and can fully participate in the society’s activities.

The project will be implemented from 2018 to 2020 in 15 cities and provinces, including Ha Noi, Thai Nguyen, Vinh Phuc, Hai Duong, Hai Phong, Thai Binh, Quang Ninh, Ninh Binh, Nam Dinh, Nghe An, Khanh Hoa, Ho Chi Minh City, Dong Nai, BinhDuong and Ba Ria-Vung Tau, with a nonrefundable official development assistance (ODA) capital of approximately US$6.5 million.
