Six bills brought to discussion

VGP – The Government on Tuesday deliberated on the Law on Notarization (revised), amendments and supplements to the Civil Code, Law on Environmental Protection (revised), amendments o the Law on Investment and Management of State Capital in Enterprises, Law on Healthcare Insurance (revised), and the Law on Marriage and Family (revised).

Specifically, the Cabinet members discussed the governing scope, value of notarized documents, notarization practice organizations, among others.

The Law on Environmental Protection (revised) includes 19 chapters and 165 articles (four more chapters and 29 more articles compared to the current law) covers new provisions in a bid to enhance State management of environment, better control pollution across the country.

It also incorporates provisions relevant to green growth, climate change, environmental security, prevention of environmental degradation.

Regarding the orientations for amending the Civil Code, the Cabinet members stressed the necessity to amend this law in order to better protect the rights of organizations and individuals in civil transactions.

Amendments need to focus on the position, role, and structure of the Civil Code; types of ownership, and mechanism o protect civil rights.

For orientations to design the Law on Investment and Management of State Capital invested in Enterprises, the Cabinet members said it is necessary to create a specific legal framework for investing and managing State capital in enterprises.

This new law must clarify functions, rights and tasks of State ownership representatives.

Earlier on August 12, the Government debated on amendments and supplements to the Law on Healthcare Insurance and to the Law on Marriage and Family.

The draft Law on Healthcare Insurance aims to improve the current legal framework to raise the efficiency of State management of healthcare insurance and ensure benefits of people who purchase healthcare insurance.

For amendments and supplements to the Law on Marriage and Family, the Cabinet members touched upon issues like common property, customs and practices related to marriage and family, marriage and family relations involving foreign elements, marriage ages, same-sex marriage and others./.
