Resolving ‘bottlenecks’ in socio-economic development

VGP – Minister of Planning and Investment Nguyen Chi Dung explained shortcomings and limitations of the economy and figured out solutions when he was speaking at the Legislature's plenary discussion on socio-economic performance on Friday.

Upholding human power of Vietnamese people

Addressing the discussion session on May 31, Minister Dung pointed out socio-economic development achievements in 2018. Accordingly, the macro-economy was stable, inflation rate was kept under control, economic growth reached 7.08%, and international economic integration was expanded. 

However, there were shortcomings and limitations in the domestic economy.

Specifically, infrastructure structure including transport infrastructure has yet met development demand.

This is a problem, leading to public pressing and a ‘bottleneck’ in socio-economic development in some localities. 

In addition, low scientific and technological standards and poor management performance have made the reform of the growth modal in combination with productivity and competitiveness fail to meet expectations. 

Minister Dung said that the growth modal has yet become a driving force for the economy to make breakthroughs. Sectorial reforms lack sustainability.

In addition, social management competence has yet caught up with the developments of the society, culture, and international integration. 

The information boom set new requirements for apparatus reform, new organization ideology, and social management. 

Moreover, moral degradation and social evils caused social pressing due to the lack of a synchronous legal system and strictness in law enforcement. 

Minister Dung underlined the necessity to mobilize the whole political system including local leaders to resolve the bottlenecks to uphold the value of culture and human power of Vietnamese people. 

Streamlining administrative procedures

National Assembly Vice Chairman Phung Quoc Hien assessed that the discussion session on socio-economic performance and State budget was frank, responsible, and constructive. 

Vice Chairman Hien recommended the Government attach more importance to perfect the legal system; enforce the Law on Planning and the Law on supporting SMEs; cut administrative procedures in a more practical and drastic manner; speed up progress of public investment projects; and encourage the public sector to engage in projects.

State agencies were asked to prepare for the high school and university entrance exams and handle NPLs. Localities were urged to resolve social evils./.
