Resolution of monthly cabinet meeting for August

VGP – In the Resolution on the monthly cabinet meeting for August 2017, the Government has requested each minister, head of the ministry-level agency and chairperson of the provincial-level People’s Committee, to have a greater sense of responsibility at work; strengthen administrative discipline, especially in fulfilling public tasks; focus on removing difficulties and facilitating production and business; and strive for an economic growth target of 6.7% in 2017.

Continuously cutting lending rate by 0.5%

The Government has asked ministries, agencies and localities to focus on drastically and synchronously realizing the set tasks and solutions.

Specifically, the State Bank of Viet Nam (SBV) should protectively and flexibly regulate the monetary policy in accordance with the developments of the macroeconomy, inflation and the money market, striving to continuously cut the lending rate by 0.5% from now until the end of 2017 and achieve a credit growth rate of about 21% for the whole year. The SBV also needs to strengthen inspection and seriously handle violations in the field of credit, in addition to ensuring the safety of the system.

Postponing tax, fee and charge rise

The Government has urged the Finance Ministry to focus on directing the effective implementation of measures in order to enhance the management of budget revenue, prevent losses, minimize expenditures and seriously exercise financial-budgetary discipline. Besides, the ministry has been asked to postpone the tax, fee and charge rise in 2017, aiming to facilitate production and business.

The Ministry of Industry and Trade needs to take synchronous measures to boost exports; closely control imports, especially border import and temporary import for re-exports of farm produce; synchronously develop the domestic market; and encourage domestic consumption through the facilitation of the implementation of the “Vietnamese prioritize the use of Vietnamese goods” campaign.

The Ministry of Agriculture and Rural Development should focus on directing the implementation of measures in order to ensure the sector’s growth rate of 3.05% and an export value of US$33-34 billion, whilst instructing localities to seriously take effective measures to prevent natural disasters, storms and floods, and ensure the life safety for the people.

Shifting from pre-inspection into post-inspection

The Government has asked the specialized management ministries to closely watch and devise a suitable price adjustment roadmap over the essential commodities and services, in order to minimize the sudden impacts on the average Consumer Price Index (CPI) and ensure the target assigned by the National Assembly.

Localities with a large industrial scale and a high proportion of service need to focus on reviewing and taking measures to remove difficulties and facilitate the progress of projects, accelerate the development of potential and advantageous sectors and areas, thus contributing actively to the country’s gross domestic product (GDP) growth.

Combating corruption in BOT projects

The Government has requested the Ministry of Transport to seriously handle violations and combat corruption and "interest" groups in implementing build-operate-transfer (BOT) projects.

The Ministry of Labor, Invalids and Social Affairs should work with relevant ministries, sectors and localities, to implement well social security policies and provide timely support for the people in the areas affected by natural disasters, storms and floods.

The Ministry of Culture, Sports and Tourism works with ministries, sectors and localities to accelerate the implementation of tasks and solutions to developing tourism into a spearhead economic sector, striving towards the target of receiving over 13 million international tourist arrivals in 2017.

Improving pharmaceutical management

The Government has asked the Health Ministry to enhance epidemic warning work and direct the implementation of measures to prevent and combat epidemics. The ministry also needs to promptly review and improve its State management over the pharmaceutical industry, whilst working with authorized agencies to investigate and seriously handle violations in line with the law.

The Ministry of Education and Training has been requested to direct the preparations for the opening of the new academic year, especially in the localities hit by storms and floods, and prevent overcharges.
