The issuance of the Circular aims to realize the commitments of Viet Nam in the CPTPP and two bilateral letters between the Mexican Secretariat of Economy and the Vietnamese Minister of Industry and Trade.

The Circular, including five chapters and 12 articles, stipulates tariff rate quotas for textile and garment exported to Mexico and refers to management principles on tariff rate quotas and supervision of garments exported to Mexico.

It also defines that textile and garment exporters to Mexico under the CPTPP (including exports including tariff rate quotas and excluding tariff rate quotas) must register information with the Ministry of Industry and Trade to implement supervision mechanism of garments exported to Mexico.

The Circular will takes effect since June 20, 2019.
