Regulations on CFS granting renewed

VGP – The Government chief recently okayed the additional list of 10 ministries in charge of granting and managing the certificates of free sales (CFS) for imports and exports.

Under the PM’s newly-agreed decision on CFS regulations, which takes effect since May 1, 2010 on, CFSs will be valid for two years.  

CFSs are licensed in less than five working days since applicants submit their valid dossiers. However, they can be revoked by competent agencies if traders violate regulations on receipt, competence, and standards.

In fact, many Vietnamese exports, such as pharmaceuticals, chemicals, detergents, agro-products, canned food, electronic goods, plastic products, and timber, need CFSs to enter some markets like Malaysia, Thailand, Philippines, Indonesia, Laos, Republic of Korea, Iran and Egypt.

According to the decision, besides the Ministry of Health, Ministry of Industry and Trade, Ministry of Science and Technology, and the Ministry of Agriculture and Rural Development, the PM agreed to empower other ten ministries to issue CFSs.

They are the Ministry of Transport, Ministry of Labor-War Invalids and Social Affairs, Ministry of Information and Communications, Ministry of Education and Training, Ministry of Culture, Sports and Tourism, State Bank of Việt Nam, Ministry of Natural Resources and Environment, Ministry of Construction, Ministry of National Defense, and the Ministry of Public Security.   

The decision is supposed to assist Vietnamese enterprises in penetrating foreign markets.
