Quang Ninh releases department-level competitiveness index

VGP - The People’s Committee of the Quang Ninh introduced the Department and District Competitiveness Index (DDCI) 2017 which analyzes competence, outcomes, and impacts of local economic management activities.

The index was released at a conference in Ha Long city on January 24 under the motto “DDCI and local administration’s demand via SNA initiative, targeting to announce initial research outcomes of a program on the pilot implementation of the social network analysis (SNA).

The DCCI scores and rankings were conducted based on the survey of 1,500 businesses, including companies, cooperatives, and business households, focusing on such criteria as transparency and dynamism of the governance system, equal competitiveness, legal institutions, and heads’ responsibilities. 

This was the third time when the northern province organized the event.

Five leading localities included Cam Pha city, Quang Yen town, Mong Cai, Uong Bi and Ha Long cities.

Meanwhile, five leading departments in the DCCI rankings 2017 were the Department of Customs, the Department of Planning and Investment, and the Department of Taxation, the Department of Education and Training, and the management board of economic zones. 

Chairman of the provincial People’s Committee Nguyen Duc Long reiterated the local motto of serving businesses and people and considering the private economy an important driver of economic development.

The Chairman called on all departments and localities to push ahead with administrative reform to increase transparency and create a healthy investment environment. 

Addressing the event, Chairman of the Viet Nam Chamber of Commerce and Industry said that Quang Ninh scored 7 points, higher than the average mark of 6. Hence, there are wide doors for the province to improve its performance to satisfy people and businesses. 

So far, Quang Ninh is one of the pioneers in building local competitiveness index besides Da Nang, Tuyen Quang, and Lao Cai./.
