Quang Ninh leads in 2019 administrative reform index

VGP – The northern province of Quang Ninh and the State Bank of Viet Nam took the lead in the Public Administration Reform Index 2019 (PAR INDEX), according to the Government Steering Committee for Administrative Reform at a teleconference in Ha Noi on May 19.

The northern province of Quang Ninh leads in the Public Administration Reform Index 2019 (PAR INDEX), according to the Government Steering Committee for Administrative Reform at a teleconference in Ha Noi on May 19, 2020.

In the category of provinces and centrally-governed cities, Quang Ninh continued to lead the index with 90.09%, followed by Ha Noi with 84.64%.

The Mekong Delta province of Dong Thap ranked third, achieving 84.43%, up 0.72% while the northern city of Hai Phong and the southern province of Long An was placed fourth and fifth with 84.35% and 84.33%, respectively. 

The southern province of Ben Tre occupied the lowest position with 73.87%. 

The average point of provinces and cities is 81.15%, the highest figure recorded over the recent four years. The gap of administrative reform index between Quang Ninh Province and Ben Tre Province is 16.22%, which has been remarkably narrowed compared to the previous years. 

The Red River Delta and Southeast are the two regions recording the highest average point with 82.95% and 82.02%, respectively. 

These positive outcomes were attributed to the breakthroughs in some contents of the administrative reform in the Master Program on State Administration Reform in the 2011-2020, said the Ministry of Home Affairs. 

Regarding the 2019 Satisfaction Index of Public Administration Services (SIPAS), three localities topping the list are Quang Ninh, Hai Phong and Ca Mau while three showing the lowest satisfaction are Binh Thuan, Dak Lak and Cao Bang. 

The SIPAS index aims to provide objective assessment on the quality of public service supply serving for people and organizations of State administrative agencies, which are based on feedback of people and organizations.

The index assesses service quality based on five criteria: access to services, administrative procedures, civil servants, service outcomes and complaint settlement.

This is the third year SIPAS has been launched nationwide. In 2019, 41 out of the 63 localities recorded higher score in SIPAS while 22 scored lower.
