Provincial public administration performance index announced

VGP – The outcomes of the survey “Vietnam Provincial Governance and Public Administration Performance Index” (PAPI) were announced on Thursday in Hanoi.

The announcement ceremony of the Vietnam Provincial Governance and Public Administration Performance Index

The survey was conducted in the two consecutive years of 2010 and 2011 with the participation of 13,640 people.

Six different dimensions of provincial governance and public administration surveyed include the participation at local level; transparency; vertical accountability; the control of corruption in the public sector; public administrative procedures; and public service delivery.

Besides, the PAPI also provides information regarding people’s life like land, healthcare and education.

Central Quang Tri province, southern Ba Ria-Vung Tau and Long An provinces are assessed by their citizens as Vietnam’s top-performing provinces in terms of governance and public administration, according to the survey.

Southern Long An province is the only locality to rank at the top of all six governance dimensions measured in the survey. At the other end of the scale, Dien Bien (northern), Ninh Thuan (central) and Quang Ngai (central) provinces scored relatively low.

Speaking at the announcement ceremony, UN Resident Coordinator in Vietnam Pratibha Mehta said the PAPI research will provide useful reference material for policymakers, social and mass organizations and scientific researchers.

The PAPI survey was first conducted in 2009 in three cities and provinces and then expanded to 30 cities and provinces in 2010 before going nationwide in 2011 by the United Nations Development Program (UNDP), the Center for Community Support and Development Studies, Vietnam Fatherland Front and the National Assembly’s Ombudsman Committee.
