Prompt actions asked to brace for 10th tropical cyclone

VGP – PM Nguyen Xuan Phuc has recently issued a public telegraph asking for urgent measures to be taken to respond to Typhoon Doksuri, which is expected to be the most powerful tropical cyclone to hit the Southeast Asian country in several years.

The public telegraphs were sent to the People’s Committees of Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Son La, Hoa Binh, Yen Bai, Tuyen Quang, Thai Nguyen, Bac Giang, Bac Ninh, Hung Yen, Ha Nam and Ha Noi, the Central Steering Committee for Natural Disaster Prevention and Control, the   National Committee on Search and Rescue, relevant ministries, and ministerial-level agencies.

The tropical storm was forecast to have the most powerful windspeed at grade 12-13, even grade 15, and strengthened to a typhoon from September 15-16, affecting coastal areas.

Forecasters warned of heavy rains, floods and landslides in some northern and central parts of the country.

PM Phuc tasked the Central Steering Committee for Natural Disaster Prevention and Control, the  National Committee on Search and Rescue, relevant ministries, and ministerial-level agencies to focus the following tasks:

1. Provincial and municipal People’s Committees:

a) Coastal localities from Quang Ninh to Khanh Hoa:

- Working with coastal border police forces, vessel owners to review and control vehicles;

- Notifying news on tropical storm developments; calling upon vessels to safer places;

b) Vulnerable  localities from Thanh Hoa to Quang Tri

- Mobilizing army and youth forces to support local residents to harvest paddy; prevent urban flood;

- Leading local residents to protect houses, schools, hospitals, working places;

- Conducting measures to ensure safety of dykes, reservoirs, working sites, and irrigation projects;

- Allowing pupils to be off school for safety purposes;  

- Inspecting vulnerable areas to landslides, flooding.

2. The Ministry of Agriculture and Rural Development was asked to direct and guide localities to conduct harvesting; protect dyke and irrigation works.

3. The Ministry of Natural Resources and Environment was urged to keep a close watch on flood developments and provide information for press agencies for timely responses.

4. The Ministry of Transport was asked to work with relevant forces to inform storm developments for vessels; evacuate vessels to safer places; ensure transport safety; and prepare for consequence overcoming.

5. The Ministry of Industry and Trade was assigned to ensure oil and gas exploitation safety at sea, industrial sites; safe operation of hydro-electric power projects; power supply transmission projects.

6. The Ministry of Construction was instructed to ensure safety of people and assets of construction projects.
