Project STAR II fulfils all goals

VGP – The Support for Trade Acceleration Project implemented in its second stage in Việt Nam (STAR II) has over the last three years fulfilled all of its four general objectives, reported the STAR’s Steering Committee

The remark was given by members of the STAR Steering Committee on Monday at a meeting reviewing the START II project.

The general objectives of STAR II are: (i) Supporting the full implementation of the Bilateral Trade Agreement (BTA) and US-Việt Nam elements of the WTO Accession Protocol, and other related bilateral agreement in economic, trade and investment cooperation to promote the US-Việt Nam relationship; (ii) Supporting overall WTO implementation and the modernization of Việt Nam’s legal, judicial and administrative systems; (iii) Developing the institutional and human resource capacity through training and other supports to implement the BTA/WTO; and (iv) Developing research reports to understand the impact of the BTA and WTO admission on Việt Nam and programs to mitigate the adjustment costs of vulnerable sectors and groups.

Over the past three years, the STAR II Project has assisted Việt Nam in drafting 64 legal documents (32 ratified) in the areas of trade, service, investment, intellectual property and dispute settlement.

Also, 140 seminars and training courses have been held on Việt Nam’s WTO commitments and impacts on the national economic and legal systems.

All members of the Steering Committee agreed that Việt Nam’s partners have provided valuable assistance for the country to fulfill its significant commitments on intellectual property, transparency, and the commercialization of goods and services.

The participant’s discussion also centered on the project’s development in the coming years.

STAR project is funded by the US Agency for International Development (USAID) to provide demand-driven technical assistance to Việt Nam in implementing the BTA, WTO agreements and other bilateral commercial and economic agreements between Việt Nam and the US. The project has been in operation since October 2001.

The project is supervised by USAID/Việt Nam and a 15-member Steering Committee chaired by a Vice Chairman of the Government Office. The Steering Committee has approved STAR to work with over 50 counterparts, including the National Assembly, most Government ministries, the Supreme People’s Court, the Supreme People’s Procuracy and ten provincial governments.
