The Minister of Planning and Investment was asked to submit the plan on restructuring economy in the post-recession period, focusing on assessing impacts of the crisis and the State-market relationship so as to outline proper models of development for the Vietnamese economy.

The plan also proposes some policies, mechanisms and solutions to speed up modernization and industrialization; ensure rapid and sustainable economic development in the context of international integration; deal with cultural, social and security issues; and perfect institutions to liberate production forces.

The PM also asked the Ministry of Planning and Investment, Ministry of Finance and the State Bank to make reports on investment and consumption stimulus, preventing economic downturn and guaranteeing social security since late 2008 as well as future solutions.

The Minister of Labor, War Invalids and Social Affairs will present a report on the Poverty Reduction Program.

Some statements on major projects and bills will be also prepared by Cabinet members.
