Politburo issues Decision on cadre rotation

VGP – Party General Secretary Nguyen Phu Trong on October 7 signed Decision 98-QD/TW on cadre rotation.

The Decision specifies targets, requirements, viewpoints, principles, scope, subjects, criteria, and steps for cadre rotations.

Only managerial posts will be rotated. Working staffs will only be rotated to strengthen human resources at grassroots levels and sectors in need.

Disciplined and ill-competent cadres or those without development prospect shall not be transferred to central agencies or to other localities.

Rotated cadres must be young, highly capable of development, and planned for higher positions among other qualities.

The rotation duration will last at least three years. Special cases will be considered and decided by competent agencies./.
