Passports probably issued in advance

VNGOP – The Ministry of Public Security just issued Circular 27/2007/TT-BCA (A11) instructing the issuance and revision of ordinary passports of Vietnamese citizens. Accordingly, those who urgently need passports can directly submit the applications and receive the results or mandate some agencies/organizations with legal status to do so.

They are: Vietnamese citizens who want to go abroad for medical treatment under the written instructions of provincial- or ministerial-level hospitals; Vietnamese citizens whose relatives abroad die or suffer accidents/illness; civil servants, officials, workers in State agencies, armed forces and police forces, up on written proposals. Other urgent reasons will be considered by the Immigration Department.

The following entities can authorize some agency or organization with legal status to submit applications for the issuance or revision of their passports: Civil servants working in State agencies; officers, non-commissioned officers, soldiers, and workers serving in military and police forces; staff of the mass unions at central and provincial levels; staff of the single-member State companies or State-financed joint-stock companies.
