The resolution was issued at the 4th plenum of the 12th Party Central Committee, clearly pointing out  achievements, shortcomings, and challenges in the process of international economic integration; key orientations and policies; and implementation of the tasks in the coming time.

The process of international economic integration faced shortcomings and weaknesses in terms of orientations, policies, thinking, as well as cooperation with partners.

According to the resolution, the implementation of international economic integration and maintenance of socio-economic stability serve the goals of strengthening the economy’s self-reliance capacity, expanding markets, mobilizing more capital, technology, knowledge and management experience for rapid and sustainable growth and improving the people’s living standards.

It also targets to preserve and promote the national cultural identity, as well as to safeguard national independence, national sovereignty and territorial integrity, and to enhance the country’s prestige and position in the world arena.

The resolution outlines a number of policies and measures, including renewing the growth model in combination with restructuring the economy; and creating a favorable investment and business environment for rapid and sustainable development, seriously fulfilling the country’s international commitments.

In the next 5-10 years, the country will focus on effectively making full use of international commitments, while building mechanisms and policies for trade defense, prevention and handling of international disputes. At the same time, suitable policies should be designed to support the development of the sectors of poor competitiveness.

The resolution also points out specific orientations and policies, especially on strengthening theory and awareness; perfecting the legal system and law enforcement; raising competitiveness; prioritizing agricultural development in combination with new rural building; strengthening national defense and security; upholding national prestige and status; safeguarding national cultural values; properly handling social issues; resolving environmental problems; renovating operation and organization of public unions./.
