Party leader stresses importance of personnel planning

VGP - Personnel planning, especially for managerial posts, is the core issue of Party building work and a decisive factor for the country's success.

Party General Secretary Nguyen Phu Trong made the statement at the Politburo's national personnel conference, which opened in Ho Chi Minh City on Monday.

He emphasized that personnel work should be conducted based on the principle of centralized democracy as it is a matter of psychology, ethics, honor and conviction, which requires ensuring democracy and bringing into full play the responsibility of the individual, especially for leaders,.

During the two-day conference, participants will discuss and give opinions on issues related to criteria for personnel assessment, titles, rotation, and appointments, as well as guidance for planning who will be assigned positions as key leaders and managers.

In his opening remarks, Politburo member and Secretary of the Party Central Committee To Huy Rua said the conference is expected to discuss weaknesses in personnel planning and rotation, and present six key solutions for improving the quality of personnel assessment.

Measures for personnel planning at ministries, sectors and localities have been put in place, and nearly all the members of the 2010-2015 Party Standing Committees and key leaders of provincial and district People’s Councils and People’s Committees for the 2011-2016 term have been determined.

More than 95% of key People’s Council and the People’s Committee leaders and over 98% of provincial and municipal Party Standing Committee members have also been rotated to hold different positions.
