PM sets out more incentives to facilitate businesses

VGP – PM Nguyen Xuan Phuc has made a number of strong commitments to making an impetus for the business community at the national business conference under the chair of the PM on May 17.

The PM asked agencies to issue a Directive on making no more than one inspection in a year, which was signed early in the afternoon and will be announced soon.

He said a creative and facilitating Government must ensure a friendly and high competitive business environment, encourage a free, creative and safe business climate for investors, prevent  business monopoly and fake goods as well as respect and honor businesses.

In terms of the institutional reform, as many as 50 decrees on facilitating the investment and business environment were issued, he said.

The PM highlighted the record figure in the export turnover and the improvement in production in the second quarter of 2017 with the Nikkei Manufacturing Purchasing Managers' Index(PMI) of 54.1 points in April.

As the spirit of start-up has been promoted, localities are pushed to improve the business environment, reform administrative procedures and create favorable conditions for start-up activities, said the PM.

He referred to eliminating and amending 4,500 procedures, addressing 850 petitions among 1,100 ones proposed by businesses, and establishing 110,000 new enterprises in 2016 and 40,000 ones in the first four months of 2017. He also said 66% of the Japanese enterprises and 36% of the U.S. ones tend to expand operation in Viet Nam.

PM Nguyen Xuan Phuc affirmed that in the future, the Government commits to addressing two key issues.

Firstly, continue creating a fair and friendly business environment which encourages investment and ensure the law enforcement with these following measures:

- Ensuring a sustainable political environment and macro-economy with the spirit of respecting the law from the Central to localities, preventing activities to cause difficulties for businesses.

- Following overall development goals and creating opportunities for all economic sectors to make contribution and enjoy benefits equally.

- Completing and submitting to the third session of the National Assembly the law on supporting small- and medium-sized enterprises (SMEs), soon issuing, reviewing, amending regulations on tariffs and customs and enhancing the equitization process.

- The Government continues reviewing regulations and measures to reduce expenditures for businesses such as administrative procedures on tax, customs, licenses, BOT fee, logistics fee and other costs on public service projects.

The PM required the development of all markets drastically and synchronously in terms of commodities, production, labor, finance, science and technology.  

Secondly, promoting the competitiveness of the Vietnamese businesses and optimizing achievements of the fourth industrial revolution with these following activities:

-Establishing factors to create competitiveness for the economy such as smart infrastructure, developing the financial system, reforming education, improving human resources quality, upgrading the quality of the health care system.

The Government must integrate resources and policies to facilitate the private sector, reduce expenditures, increase capacity and improve competitiveness and international integration.

-Strengthening sustainable competitive advantages for businesses by constructing synchronous infrastructure based on a digital platform and establishing high-quality human resources based on modern technology and advanced skills to raise the effectiveness of businesses.

- Setting up Viet Nam’s product brands and promoting the management capacity of the State and businesses to be suitable with the development demands of the economy in this period and in the future.

PM Nguyen Xuan Phuc asked for the consensus of all businesses and businessmen and the determination of the whole political system, the Government, ministries, agencies and localities to address these issues.

The PM welcomed the affirmation of Deputy PM Truong Hoa Binh’s and leaders from the Supreme People’s Court and the Ministry of Public Security to protect businesses, their assets and rights.

He expected that Viet Nam will establish a healthy ecosystem in which all economic sectors will be treated equally, making contributions to Viet Nam’s economic development.
