PM proposes solutions to improve labor capacity

VGP – The Government will launch synchronously necessary and long-term measures to improve the labor capacity in the future, PM Nguyen Tan Dung confirmed at the National Assembly on November 19.

The PM proposed seven main solutions in response to the report of the International Labor Organization and the Asian Development Bank, which showed Viet Nam’s labor capacity has been improved but sill lower than other nations in ASEAN.

Firstly, accelerate the agricultural restructuring in accordance with the establishment of new rural areas; encourage the application of information technology into agriculture; produce high added-value and competitive products; attract more businesses to invest in rural areas and form value chains consisting of production, processing to consumption.

Secondly, mobilize domestic and foreign resources to develop socio-economic structuring system, especially transport infrastructure for roads, railway, aviation and maritime services.

Thirdly, develop human resources strongly and comprehensively; implement effectively measures in the spirit of the Resolutions on education and training; focus on higher education, accelerate high-quality training, renew vocational training in service of the market-oriented economy, encourage businesses to train laborers and cooperate with training centers and improve the effectiveness of labor management and utilization.

Fifthly, review and complete policies, continue the implement the Resolutions and the Strategy for Science and Technology Development, launch effectively national programs on renewing technology, developing technology and national products, strictly observe intellectual property right, issue preferential policies on tax and credits to facilitate enterprises' use of high technology, research and development as well as attracting more domestic and foreign investment in producing high technology products.

Sixthly, implement consistently the market economy mechanism in distributing and utilizing human resources in terms of capital, labor, resources, land, mineral and forest, enhance the restructuring process to increase the effectiveness of State-owned-enterprises and accelerate the expansion of the private economy.

Seventhly, be proactive in international integration, exploit effectively trade Agreements and commitments, negotiate and sign Free Trade Agreements, expand the market, take advantage of resources in capital, technology and management capacity as well as promoting economic structuring transition and improving labor capacity and competitiveness.
