PM orders pressing tasks for FTA implementation

VGP – PM Nguyen Xuan Phuc signed Directive 38/CT-TTg on fruitful implementation of Free Trade Agreements (FTAs).

PM Phuc, the Head of the National Steering Committee on International Integration, asked for active  preparation for “new-generation” FTAs which Viet Nam will join in the coming time.

PM Phuc asked the National Steering Committee to successfully implement Resolution No. 06-NQ/TW on effective implementation of the international economic integration process and firm maintenance of socio-political stability as Viet Nam joins new-generation free trade agreements; enforce the Government’s Program on implementation of Resolution 06-NQ/TW.

The National Steering Committee was urged to seriously implement FTAs; timely assess emerging issues and solutions to improve efficiency of FTA commitments.

Facilitating business and trading

The PM assigns ministers, ministerial-level agencies, and Governmental agencies to allocate resources and give a priority to implement FTAs; streamline procedures; cut  licence-granting time; facilitate business operation and export.

They were asked to regularly review, amend, adjust, eliminate inappropriate regulations of FTA commitments with a view to fully implementing obligations of bilateral, regional, and multi-lateral agreements to which  Viet Nam is a member. 

The Ministry of Industry and Trade is in charge of guiding and explaining understanding and application of FTA regulations. 

Protecting legitimate rights of domestic sectors

The PM assigned the Ministry of Industry and Trade to work with ministries, agencies, research institutes, associations, and the Viet Nam Chamber of Commerce and Industry to research and assess feasible use of FTA preferences on specific sectors; then encourage domestic enterprises to deeply participate in regional value chains. 

The aforesaid agencies were asked to research and apply non-tariff measures such as technical barriers, protective measures permitted by the WHO and FTAs to protect the legitimate rights and benefits of the domestic sectors in response to foreign competition.

Trade promotion activities will be strengthened and diversified. Market information will be updated regularly./.
