At the same time, it is necessary to fruitfully make use of the contingent of scientists and technologists as well as technical facilities available in Vietnam. In-depth investments should be made to upgrade the existing research institutes/universities; modernize technological lines, machines and laboratories; train qualified staff; expand international cooperation in order to meet the demand of the country's pharmaceutical chemistry.

The period of 2011-2015 is defined as the key stage to mobilize all resources; fulfill scientific and technological researches in pharmaceutical chemistry; and speed up the pilot production, transfer, and adoption of new technologies and products which can be strongly put in use to make high-quality pharmaceutical materials and medicines in Vietnam.

According to the Decision, the major tasks are to research, produce and refine modern antibiotics, intermediary materials and products, remedies for cancer, cardiovascular diseases, HIV/AIDS, drug addiction, and other primary medicines.
