The PM also allowed the negotiations with the World Bank concerning the draft agreement on aid and other related legal documents under the Program PRSC6.

The PM authorized Deputy Governor of the State Bank of Vietnam Phùng Khắc Kế, who is also the Permanent Deputy Head of the Steering Board for the Implementation of PRSC Programs, to represent the Vietnamese State and function as the head of the Vietnamese negotiation delegation. The Ministry of Foreign Affairs was ordered to issue necessary documents to certify this authorization.

The State Bank of Vietnam, as Vietnam's major negotiator, will collaborate with the relevant agencies in preparing all necessary conditions for the negotiations and making reports to the Government after the negotiations./.
