At 4.00 AM of December 4, the typhoon’s eye was reported at the latitude 1300 N and longitude 11107 E; about 300km from the coastal stretch from Khánh Hòa to Ninh Thuận Provinces to the Northeast-North. The strongest wind force was measured at Scale 12 near the eye (from 118 to 133 km/h), gusting above Scale 12.

It is forecast that over the next 24 hours, Durian will move to the Southwest-South at the speed of 15 km per hour. From its eye, the radius of wind speeding above Scale 10 is 100 km and above Scale 6, 200-250 km.

As the result of the typhoon’s impacts, on December 4, the water areas offshore from Bình Định to Bình Thuận Provinces will see strong wind at Scales 9-10 and Scales 11-12 near the typhoon’s eye, gusting above Scale 12. The sea will be turbulent. The coastal area of these provinces can suffer high tides up to 3-4m and sea waves of 5-7m. The provinces from Thừa Thiên-Huế to Bình Thuận, and provinces in southern Central Highlands and the South as well as the sea areas from Cà Mau to Kiên Giang will see medium or heavy rain in some places. It is necessary to be on the alert against whirlwinds.

To fight against Typhoon Durian, the PM has repeatedly issued urgent directives ordering the authorities of the provinces and cities likely to be affected by the typhoon to strictly observe his instructions and directions from the Central Steering Committee for Storm and Flood Prevention and the concerned agencies; finish the people’s evacuation and other preventive activities; prohibit ships and boats from going out to the sea and call vessels operating in the southwestern sea to the safe shelters; so as to minimize human and material damage that may be caused by Durian.
