The Hải Hà IP will be added to the Portfolio of industrial parks to be founded by 2015.

The PM assigned the Chairman of the Quảng Ninh People’s Committee to direct the investor and other relevant provincial-level agencies to complete the project documents. The Ministry of Planning and Investment was asked to submit to the PM some specific mechanisms and policies applied for the Hải Hà IP.

The Hải Hà Industrial Park is located at Cửa Đại in Hải Hà District of Quảng Ninh Province. About US $500 million out of the total investment capital of US $15 billion will be spent to build the seaport and infrastructure. The Project is invested by six Vietnamese giants: National Coal-Mineral Industries Group (VINACOMIN), Oil and Gas Corporation (PetroVietnam), Bank for Investment and Development of Việt Nam (BIDV), Machinery Erection Corporation (LILAMA), Hạ Long Investment and Development Corporation, and the Shipbuilding Industry Group (VINASHIN). The IP consists of a deep-water seaport, oil refinery, thermoelectricity plant, steel laminating plant, shipbuilding dock, and tourist area.
