PM congratulates newly-appointed French counterpart

VGP - PM Nguyen Xuan Phuc sent his congratulatory message on May 16 to Edoard Philippe who has just been appointed as PM of France.  

Philippe was appointed by President Emmanuel Macron on May 15.
