PM concludes “hot” issues

VGP – PM Nguyen Tan Dung on September 30 made decisions on a series of hot issues on economic growth, settlement of public debts and non-performing loans (NPLs), production and social welfare.

The decisions were made at the end of the Government’s regular meeting which took place on September 29-30 in Ha Noi.

PM assessed that in September and the first nine months, the socio-economic performance progressed positively and equally in all fields. However, production and business activities still encountered with difficulties.

He proposed ministries, agencies and localities  fulfil the feasible norm of 5.8% GDP growth rate or even achieve a higher goal of 6% on the basis of the stabilized macro-economy.  

The Government chief also pointed out some shortcomings in the economy including a weak aggregate demand, difficulties in  business and production, large-scale NPLs, slow capital disbursement, a lack of responding capital, budget imbalance, poor labour productivity, and under-capacity competitiveness.  

In the rest of the year, the PM tasked Minister of Finance Dinh Tien Dung to reevaluate the amount of public debts and payment capacity and address arising problems; take drastic measures to handle NPLs; boost credit growth and aggregate demand and regulate interest rates in favor of enterprise operation.  

A string of synchronous measures and solutions should be implemented to lure foreign investment in the areas of industry, agriculture, service, tourism and infrastructure, said the Government chief.

He also noted the necessity to boost domestic and export markets via trade promotion and shipment of key and advantageous commodities to potential markets.  

According to the Government leader, labor productivity and competitiveness should be promoted through the process of equtization, reform, business restructuring and enhancement of administrative capability.

The National Council for Sustainable Development and Competitiveness Building was assigned to work with relevant ministries and agencies to carefully research on labor productivity to figure out overall measures to improve and raise labor productivity.  

Regarding the group of social welfare measures, PM Dung asked his inferiors to focus on job generation for 1.6 million people in 2014; sustainable poverty reduction, development of healthcare, culture and education.  

Finally, he also proposed Government members to make good preparations for the upcoming 8th session of the 13th National Assembly which is scheduled for mid-October and inquiry sessions on issues of public concerns./.
