Inspector-General Huynh Phong Tranh presented the report on settlement of complaints and denunciations in the 2008-2011 period. The work was paid due attention; the perfection of policy and mechanism helped ease complaints; complex cases were addressed.

However, there remain shortcomings and weaknesses in the settlement to complaints and accusations.

Within the reviewed period, administrative agencies received over 1.5 million complaint cases from citizens. Around 257,419 cases were handled. Statistics show that accurate complaints accounted for 19.8% and false complaints made up 52.2% of the total cases.

The settlement of complaints and denunciations brought back around VND 1,026 billion and 1,241 hectares of land for the State and benefited 6,659 people with VND 595 billion and 936 hectares of land. Over 2,951 people were subjected to administrative penalties. Up to 239 cases involving 382 individuals were sent to investigation agencies.

However, there were growing complaints involving a large number of people and increasing suddenly, especially cases relevant to land revocation and land dispute accounted for 70%.

The problem stemmed from insufficient policies and legal loopholes, compensation for land revocation, people’s low sense of law enforcement.

In the coming time, the Government Inspectorate said it will focus on creating favorable condition for people to exercise their rights of complaints and accusations and taking positive step to handle and control complaint cases./.
